TRADUCTIONS EN CONTEXTE

The European Environment Agency in cooperation with the statistical office of the European Commission (EUROSTAT), the Mediterranean Marine Pollution and Research Programme (MEDPOL) under the Barcelona Convention, the Euro-Mediterranean Water Information System (EMWIS), the European Commission and other relevant bodies will develop a “scorecard” to measure progress with Mediterranean pollution levels taking advantage of ongoing work at the European level.

In line with the European Neighbourhood Policy and its Action Plans, as well as with the Euro-Mediterranean Partnership, environment cooperation between the Commission and the Mediterranean partners will in the next years address the following issues that go beyond the scope of Horizon 2020:

Italy is developing centres of excellence for teaching and research, including the Euro-Mediterranean university distance-learning system, and promoting mobility of teachers and students throughout the Mediterranean region.

In view of the fact that most Euro-Mediterranean cooperation countries are also members of the World Trade Organisation, under whose auspices negotiations are under way to deregulate trade in industrial products, but with special arrangements for developing countries, has the Council considered the consequences of a WTO agreement in the sector of trade and industrial products for trade in these products in the Euro-Mediterranean region? Will the free trade zone which is due to be established in the Mediterranean contain special arrangements for Mediterranean countries, reflecting their level of development, so that they are able to benefit from the existence of this zone like European States?
De meeste landen van de Euro-mediterrane Samenwerking zijn tegelijkertijd ook lid van de Wereldhandelsorganisatie (WTO). In het kader van de WTO wordt onderhandeld over de liberalisering van de markt voor industrieproducten, mét speciale regelingen voor de ontwikkelingslanden. Heeft de Raad onderzocht wat de gevolgen van een eventueel WTO-akkoord over de handel in industrieproducten zijn voor de handel in industrieproducten in het gebied van de Middellandse Zee? Zal de voor het gebied van de Middellandse Zee te creëren vrijhandelszone ook speciale regelingen voor de mediterrane landen omvatten, aangepast aan hun ontwikkelingsniveau en bedoeld om hen in gelijke mate van de vrijhandelszone te laten profiteren als de Europese landen en zo ja, welke regelingen zijn dit?

The future scenario concerns us. This is particularly the case if we assess the impact on sustainability of the Euro-Mediterranean free trade zone, which we want to see up and running by 2010, as the Commissioner pointed out.
Het toekomstscenario baart ons zorgen, vooral als we proberen vast te stellen wat de gevolgen zullen zijn voor de duurzaamheid van de Euromediterrane vrijhandelszone, die - zoals u zelf gezegd heeft, mevrouw de commissaris - al in 2010 operationeel zou moeten zijn.

– (IT) Mr President, this debate has already revealed substantial convergence of all the positions around an awareness of the importance of the Euro-Mediterranean Partnership’s development of the Barcelona Process in defining the very essence of Europe and its strategy at the dawn of the third millennium, in terms of peaceful coexistence in an atmosphere of stability and security for its peoples, and of a socio-economic development plan and project which is also based on total respect for fundamental human, civil and political rights. All this helps to shape the development of the Euro-Mediterranean Partnership and give it direction.
- (IT) Mijnheer de Voorzitter, uit dit debat blijkt reeds dat er ruime overeenstemming bestaat over het belang van de ontwikkeling van een Euro-mediterraan partnerschap. Dit partnerschap zal in het kader van het proces van Barcelona een stempel drukken op de hoedanigheid en de strategie van Europa, op het Europa van het begin van het derde millennium. Het zal van doorslaggevend belang zijn voor de vooruitzichten op een vreedzame samenleving, op stabiliteit en veiligheid onder de volkeren, op sociale en economische ontwikkeling, op een ontwikkeling die eveneens strikte eerbiediging van de mensenrechten, de burgerrechten en de politieke grondrechten kan garanderen.

We agree to support the civil forum. We welcome the French presidency’s announcement in its programme of its intention to hold the next Euro-Mediterranean Conference in Marseilles, but we feel that the Marseilles Euro-Mediterranean Conference must be more than just a run-of-the-mill administrative conference.
Wij stemmen in met de ondersteuning van een burgerforum, en verheugen ons over het feit dat het Frans voorzitterschap in het kader van zijn programma een Euro-mediterrane conferentie wil beleggen in Marseille. Volgens ons mag deze Euro-mediterrane conferentie zich echter niet beperken tot het beheer van de lopende zaken.
