Recalls that EuropeAid is still working on a key indicator for the estimated financial impact of residual errors after all ex-ante and transactional ex-post controls have been carried out; notes the assertion of the Commission according to which its net residual error rate is lower than the error rate estimated by the Court of Auditors; recalls the Court of Auditors' opinion which states that the audit of the Court of Auditors does not corroborate the assertion of EuropeAid's Director General that he had obtained reasonable assurance that the payments made by EuropeAid from the EDFs were most probably not affected by material error;

Welcomes the efforts of EuropeAid and of the Delegations in addressing the various weaknesses which still exist in the financial procedures and controls of implementing organisations, supervisors and National Authorising Officers (NAOs); invites EuropeAid to strengthen its efforts in these areas in future; recalls also the recommendations of the Court of Auditors that EuropeAid should continue its efforts to ensure that the Delegations record data in the CRIS Audit in a comprehensive and timely manner;
20. verwelkomt de inspanningen van EuropeAid en van de delegaties bij het aanpakken van de verschillende gebreken die nog steeds voorkomen bij de financiële procedures en de controles door uitvoerende organisaties, toezichthouders en nationale ordonnateurs; nodigt EuropeAid uit om zijn inspanningen op deze terreinen in de toekomst te intensiveren; brengt eveneens de aanbevelingen van de Rekenkamer in herinnering dat EuropeAid zich moet blijven inspannen om ervoor te zorgen dat de delegaties gegevens tijdig en uitvoerig in CRIS Audit registreren;

14. Notes that while the Commissioner for Development and Humanitarian Aid is responsible for EDF policy, the Commissioner for External Relations and European Neighbourhood Policy is responsible for all general policy and management matters concerning the functioning of EuropeAid, which implements the EDF; notes that the Commissioner for Development and Humanitarian Aid is empowered to take decisions related to the EDF and the specific budget lines for which he bears responsibility; remains to be convinced that this "empowerment" will allow the Commissioner for Development and Humanitarian Aid to take full political responsibility for the implementation of the programmes financed by the EDF and the Development Policy area through EuropeAid when EuropeAid reports to the Commissioner for External Relations and European Neighbourhood Policy; remains concerned that the lack of clarity over responsibility may create ambiguities with regard to accountability for the EDF;
