IN-CONTEXT TRANSLATIONS

On 15 December 2016, the EU Heads of State and Government agreed on a legally binding decision setting out their common understanding of certain aspects of the Association Agreement with Ukraine: clarifying that the agreement does not confer European Union membership perspective, or offer collective security guarantees or military aid/assistance to Ukraine or give Ukrainian nationals access to the labour markets of EU Member States, that it does not commit Member States to financial assistance to Ukraine and underlining that the fight against corruption is an essential element of the Agreement.

The following parts of the Association Agreement between the European and the European Atomic Energy Community and their Member States of the one part, and Ukraine, of the other part, signed at Brussels on 21 March 2014 and on 27 June 2014, will be provisionally applied by virtue of Article 4 of the Council Decisions on the signing and provisional application of the Agreement , the second one as amended , as of 1 November 2014, to the extent that they cover matters falling within the Union's competence:

Taking account of the close historical relationship and progressively closer links between the Parties as well as their desire to strengthen and widen relations in an ambitious and innovative way, the negotiations on the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other part (hereinafter referred to as ‘the Agreement’), were successfully concluded by the initialling of the Agreement in 2012.

The legal qualification of the State guarantees for the project rest also in Article 65 of the European Association Agreement relating to competition and public aid.
