(36) It is important for enhanced solidarity that the Fund provides, in coordination and synergy with the humanitarian assistance managed by the European Community Humanitarian Aid Office (ECHO), additional support to address emergency situations of heavy migratory pressure in Member States or third countries or in the event of mass influx of displaced persons, pursuant to Council Directive 2001/55/EC of 20 July 2001 on minimum standards for giving temporary protection in the event of a mass influx of displaced persons and on measures promoting a balance of efforts between Member States in receiving such persons and bearing the consequences thereof, through emergency assistance.

She/he shall assume proper liaison with the authorities of the affected country, with the Monitoring and Information Centre, with other international organisations and, in case of any civil protection assistance interventions outside the participating States, also with the Member State holding the Presidency of the Council of the European Union or its representative and with the Commission delegation in that country and with the office or official representative of the European Community Humanitarian Aid Office (ECHO) in that country.

At operational level, monitoring and coordination of commitments given in connection with humanitarian aid are the responsibility of the European Community Humanitarian Office (ECHO) using, firstly, a networked system (known as the 14-point system) which enables the financing decisions taken by the Member States to be entered directly and, secondly, regular reports relating to the financing decisions taken by the Community as a whole.

The European Community has responded promptly to the Kosovo crisis by making available staff and equipment of KFOR, providing humanitarian aid through ECHO (the European Community Humanitarian Office) and setting up a Task Force in Kosovo (TAFKO) in early July 1999.
