The Agency should be entrusted with the management of the specific objective ‘strengthening frontier research through the activities of the European Research Council’ of Part I ‘Excellent science’ of the Specific Programme implementing Horizon 2020, pursuing similar activities which under the 2007-2013 multiannual financial framework are already managed by the Agency and which are characterised by projects which do not entail political decision-making and require a high level of scientific and financial expertise throughout the project cycle.

As your Rapporteur, I therefore welcome all existing European financial instruments such as the Competitiveness and Innovation Framework Programme (CIP) and its microcredit scheme, the financial initiatives of the European Investment Bank (EIB) and European Investment Fund (EIF), the networking opportunities of the SME Finance Forum, EU-level support for research and development and, last but not least, pro-SMEs measures under the EU Cohesion Fund and Structural Funds. All these measures contribute to the development, and sound growth of, the Union’s enterprises.

In order to address the failures of the European financial supervision revealed by the recent financial crisis, the Commission presented a package of proposals in view of the establishment of a more efficient, more integrated and sustainable system of financial supervision in the EU. This will be based on a an European System of Financial Supervisors (ESFS), consisting of a network of national financial supervisors working in tandem with new European Supervisory Authorities (ESAs), created by transforming the existing European supervisory committees into real European Supervision Authorities (ESAs).

In the short term, the Commission does not intend to propose a new complete programme of measures in the financial services sector, but to work on two broad policy goals where more work is needed over the coming years: (a) common implementation and enforcement, notably by developing networks of financial regulators and supervisors; (b) the global dimension of the European financial market, in particular relations with the United States.
De Commissie is op korte termijn niet voornemens een nieuw programma van maatregelen in de financiële dienstensector voor te stellen.
