I would like to call on the President and on each one of us, on this occasion when we are debating this important document, to consider the possibility of establishing a European Parliament Committee on Health during the next parliamentary term.

Let all the specialist committees and European Affairs Committees colour-code every single proposal: black, if the national parliament wants to see binding EU laws; green, if there are to be minimum provisions with the option of better protection for welfare, health, the environment, the working environment, security, consumer protection and animal welfare; yellow, if the desire is merely for voluntary coordination instead of binding laws; and red, if the EU is to steer completely clear of a matter.
Ze mogen daar de gelegenheid niet voorbij laten gaan om orde te scheppen in de Brusselse wetschaos. I should also like to thank the European Parliament Committee on the Environment, Public Health and Food Safety for unanimously adopting the relevant report and the European Parliament Committee on Transport and Tourism and its opinion draftsman, Mrs Hennis-Plasschaert, for agreeing to include aviation in the European Union greenhouse gas trading system.

Supports actions to promote Europe as a destination at world level by means of a European Tourism Portal accessible to European tourists and those from the main non-European tourist source countries; urges the Commission, the European Tourism Committee (ETC) and the project’s other partners to promote the putting online of general information (the practical guide ‘Travelling in Europe’) and data on common tourism resources and subjects (gastronomy, hill walking, island tourism, health cures, church/cultural tourism, conference and business tourism, etc.); proposes likewise that access to national portals from the European portal be facilitated by means of a harmonised thematic link page;

The final plenary session, held on 8 December 2003, was attended by Health Ministers from current and future Member States, John Bowis MEP and Commissioner David Byrne as well as civil society groups that had participated in the process (l'Association Internationale de la Mutualité/AIM, Standing Committee of the Hospitals of the EU/HOPE, European Health Management Association/EHMA, European Patients Forum/EPF, European Social Insurance Partners/ESIP, Standing Committee of European Doctors (CPME).

3a. The Commission shall submit to the European Parliament, the Council, the Economic and Social Committee and the Committee of the Regions, during the fourth year of the programme, a report evaluating the operation of the HCMC and its possible conversion into a European Health Observatory.

He said that 1993 saw the conclusion of the European Year of Safety, Hygiene and Health Protection at Work, for which the Committee and its members were one of the driving forces, and the Committee had also played a very important role in the preparation of the "General framework for action by the Commission of the European Communities in the field of safety, hygiene and health protection at work" (COM (93) 560 final) which deals with future action in the health and safety field.

NOTES that the Health Security Committee was established as an informal cooperation and co-ordination body by the Health Ministers and the European Commissioner for Health and Consumer Protection on 28 October 2001; and that the Health Security Committee is composed of high-level accredited representatives of the Health Ministers of the Member States, and of the European Commission.
