The European Heritage Days 2009 attracted 25 million visitors across Europe and the European Boarder Breakers Awards reached hundreds of thousands of Europeans through broadcasts on 12 television stations, 24 radio stations in 24 different countries and the internet.

Asks the Commission to bolster existing European measures and programmes, including the European Fund for Strategic Investments, as well as national and cross-border programmes on cultural tourism and cultural heritage that have proved effective, such as the European Capitals of Culture, the European Heritage Days, the European Cultural Routes, the European Heritage Label, the Creative Europe programme and the digital platform Europeana; calls on the Commission, moreover, to look into the feasibility of introducing a ‘European cultural card’ which would offer reduced entrance charges for tourist attractions and cultural sites such as museums, monuments, archaeological sites, libraries and theatres, following the example of the UNESCO-endorsed ISIC (International Student Identity Card);

Supports the creation of initiatives that showcase Europe’s common heritage, increase the visibility of cultural sites and have a particular sustainable impact at local and regional level, such as European cycle routes or pilgrimage routes, panoramic trains, European tourist railways (through the restoration of old lines and stations), the European Capitals of Culture, the European Capitals of Sport, the Europa Nostra network, the Natura 2000 network, the European Heritage Label, the European Heritage Days and the European Union Prize for Cultural Heritage; calls for the promotion and facilitation of cultural youth tourism; intends, furthermore, to support initiatives which actively involve young people, such as the European Youth Capitals;

Notes the Union’s commitment to preserving and enhancing Europe’s cultural heritage through various programmes (Creative Europe, Horizon 2020, Erasmus+, Europe for Citizens), funding (the European Structural and Investment Funds), and actions such as the European Capitals of Culture, the European Heritage Days and the European Heritage Label; proposes even greater EU and Member State involvement in promoting research;

The EESC endorses the introduction of a ‘European cultural heritage label’ and also suggests that a ‘gastronomic heritage label’ be created, with eating establishments being rated, awarded stars under a common, harmonised scheme and accredited. This should be underpinned by appropriate use of various national and European programmes, in parallel with other instruments such as the European Heritage Days and the European Union prize for cultural heritage.

ACTIONS PLANNED: Develop a coherent strategy for diversifying the promotion of tourist services and capitalise on Europe's common heritage, particularly by creating a European heritage label, alongside actions such as European Heritage Days or the European Union Prize for Cultural Heritage.

As the report also recognises, the European Commission is very active in its efforts to increase awareness of the importance of cultural heritage through actions such as the European Prize for Cultural Heritage and the joint action undertaken with the Council of Europe on European Heritage Days.
