Every year Member States shall submit to the European accident database set up under the EHLASS programme (European Home and Leisure Accident Surveillance System) data detailing the number of accidents, and the mixtures involved, in respect of which appointed bodies have received requests for medical information concerning treatment and curative measures.

Urges the Commission to establish a public Consumer Product Safety Information Database, including a platform for complaints, if possible based on already existing regional and national systems in the Member States; takes the view that this will raise awareness of dangerous products across borders in the internal market and allow consumers to notify the competent authorities electronically of dangerous products; believes that the database could be formed by developing existing databases such as the European Market Surveillance System (ICSMS) or the Injury Database (IDB); stresses the need for the database to have a legal basis, and for reporting from the Member States to be mandatory; calls for the establishment of an accident statistics system founded on this database, from which mandatory annual reports will be published; calls for the database to be publicly accessible, while ensuring the necessary confidentiality for businesses;
9. dringt bij de Commissie aan op de instelling van een publiek toegankelijke databank met informatie over de veiligheid van consumentenproducten, die o.a. moet fungeren als een platform voor de indiening van klachten, zo mogelijk gebaseerd op reeds in de lidstaten bestaande regionale en nationale systemen; is van oordeel dat dit het grensoverschrijdend risicobesef omtrent gevaarlijke producten binnen de interne markt zal verhogen en consumenten de mogelijkheid biedt om langs elektronische weg gevaarlijke producten te melden bij de bevoegde autoriteiten; meent dat de databank kan worden samengesteld door de ontwikkeling van bestaande databanken als het informatie- en communicatiesysteem voor markttoezicht (ICSMS) of de Letseldatabank (IDB); onderstreept dat de databank een rechtsgrondslag moet hebben en dat rapportage door de lidstaten verplicht moet zijn; pleit voor de instelling van een op deze databank gebaseerd systeem voor het bijhouden van ongevalstatistieken, dat als kanaal moet fungeren voor de verplichte publicatie van jaarverslagen; wenst dat de databank voor het publiek toegankelijk is, terwijl de noodzakelijke vertrouwelijkheid voor het bedrijfsleven gewaarborgd is;

EHLASS – acronym for European Home and Leisure Accidents Surveillance System – has existed since 1981, first as a Commission pilot project and since 1993 in its present form on the basis of a Council Decision.
