Recently, in November 2007, the Bonn Conference of EIFAC (European Inland Fisheries Advisory Commission of the FAO) adopted a list of specific recommendations on a European Cormorant Management Plan.

These procedures should build on experience gained through the existing voluntary frameworks, and notably the International Council for the Exploration of the Sea (ICES) Code of Practice on the Introductions and Transfers of Marine Organisms and the European Inland Fisheries Advisory Commission (EIFAC) Code of Practice and Manual of Procedures for consideration of introduction and transfer of marine and freshwater organisms.

The measures contained in this proposal are based on the 'Code of Practice on the Introductions and Transfers of Marine Organisms' drawn up by the International Council for the Exploration of the Sea (ICES), the 'Code of Practice and Manual of Procedures for consideration of introductions and transfers of marine and freshwater organisms' of the European Inland Fisheries Advisory Commission (EIFAC), the Canadian National Code on the Introduction and Transfer of Aquatic Organisms and on existing Community instruments for the protection of biodiversity.
De in dit voorstel opgenomen maatregelen zijn gebaseerd op de gedragscode die is uitgewerkt door de Internationale Raad voor het onderzoek van de zee (ICES) voor introducties en verplaatsingen van mariene organismen, alsmede op de "Code of Practice and Manual of Procedures for consideration of introductions and transfers of marine and freshwaters organisms" van de Europese Adviescommissie binnenvisserij (EIFAC) en op de Canadese nationale code voor de introductie en translocatie van aquatische organismen, alsmede op de communautaire instrumenten voor de bescherming van de biodiversiteit.

3a. The Commission shall before 1 January 2007 determine, in consultation with the ICES, the European Inland Fisheries Advisory Commission, the Member States and the fishing industry, whether the norm laid down in Article 6(4) is sufficiently measurable and applicable in practice, after which the Commission shall, if necessary, submit a modified or adjusted proposal.
3 bis. De Commissie bepaalt vóór 1 januari 2007, in overleg met de ICES, de EIFAC (European Inland Fisheries Advisory Commission), de lidstaten en de visserijsector, of de in artikel 6, lid 4, gestelde norm in de praktijk voldoende meetbaar en toepasbaar is, waarna zij, indien noodzakelijk, een gewijzigd of aangepast voorstel voorlegt.

A successful policy for European inland fisheries is possible only if a common objective is formulated and at the same time the Member States are given the opportunity to adopt appropriate measures by means of national management plans, taking account of the enormous differences between Member States as regards types of fishery and natural habitat. Subsidiarity is the key word here.
Een succesvol beleid voor de Europese binnenvisserij is alleen mogelijk door een gezamenlijk doel te formuleren en tegelijkertijd de lidstaten de ruimte te geven passende maatregelen te nemen via nationale beheersplannen waarbij er rekening wordt gehouden met de enorme verschillen per lidstaat in de wijze van visserij en de natuurlijke habitat. Subsidiariteit is daarbij het sleutelwoord.

In accordance with Commission Decision 2006/505/EC of 14 July 2006 setting up a Standards Advice Review Group to advise the Commission on the objectivity and neutrality of the European Financial Reporting Advisory Group’s (EFRAG’s) opinions (3), the Standards Advice Review Group considered EFRAG’s opinion on endorsement and advised the European Commission that it is well-balanced and objective.
Overeenkomstig Besluit 2006/505/EG van de Commissie van 14 juli 2006 tot oprichting van een werkgroep voor de beoordeling van adviezen over verslaggevingsstandaarden om de Commissie van advies te dienen over de objectiviteit en neutraliteit van de adviezen van de European Financial Reporting Advisory Group (EFRAG) (3), heeft de werkgroep voor de beoordeling van adviezen over verslaggevingsstandaarden dit advies van de EFRAG bekeken en de Commissie meegedeeld dat het evenwichtig en objectief is.
