A European upper flight information region (EUIR) encompassing the upper airspace under the responsibility of the Member States within the scope of this Regulation should facilitate common planning and aeronautical information publication in order to overcome regional bottlenecks.
Een Europees vluchtinformatiegebied voor het hoger luchtruim, dat onder de verantwoordelijkheid van de lidstaten valt binnen de werkingssfeer van deze verordening, moet gezamenlijke planning en publicatie van luchtvaartinlichtingen bevorderen, zodat regionale knelpunten worden weggenomen.

The mandate process to Eurocontrol has been initiated on a number of draft Regulations related to airspace: the establishment of a European Upper Flight Information Region (EUIR); airspace classification in the lower airspace; common principles for route and sector design; progress in all three areas is slow and the Commission is studying alternative mechanisms.

4. Member States shall retain their responsibilities towards the ICAO within the geographical limits of the upper flight information regions and flight information regions entrusted to them by the ICAO on the date of entry into force of this Regulation.
4. Lidstaten behouden hun verantwoordelijkheden tegenover ICAO binnen de geografische grenzen van de vluchtinformatiegebieden voor het hoger luchtruim en vluchtinformatiegebieden die door ICAO aan hen zijn toegewezen op de datum van inwerkingtreding van deze verordening.
