In 1996 the European Commission went beyond exchanges and proposed a Community action programme for a European Voluntary Service for young people.

The Member States should endeavour to adopt appropriate and coordinated measures to remove legal and administrative obstacles in order to further improve young people's access to the programme and facilitate recognition of the specific nature of voluntary service for young people.
De lidstaten dienen zich te beijveren om gecoördineerde en passende maatregelen te nemen om de juridische en bestuursrechtelijke hindernissen uit de weg te ruimen, teneinde voor de jongeren de toegang tot het programma te verbeteren en de erkenning van het specifieke karakter van het vrijwilligerswerk te bevorderen.
