The euro replaced the ECU (European currency unit), a basket of national currencies which had previously been used for EU accounting purposes, on 1 January 1999.

The Europeans should table at the G20 plans for a new world monetary order that is based on a unit of account founded on a basket of currencies including, in particular, the dollar, the euro and the yuan.

(6) Whereas the ECU as referred to in Article 109g of the Treaty and as defined in Council Regulation (EC) No 3320/94 of 22 December 1994 on the consolidation of the existing Community legislation on the definition of the ECU following the entry into force of the Treaty on European Union (4) will cease to be defined as a basket of component currencies on 1 January 1999 and the euro will become a currency in its own right; whereas the decision of the Council regarding the adoption of the conversion rates shall not in itself modify the external value of the ECU; whereas this means that one ECU in its composition as a basket of component currencies will become one euro; whereas Regulation (EC) No 3320/94 therefore becomes obsolete and should be repealed; whereas for references in legal instruments to the ECU, parties shall be presumed to have agreed to refer to the ECU as referred to in Article 109g of the Treaty and as defined in the aforesaid Regulation; whereas such presumption should be rebuttable taking into account the intentions of the parties;
(6) Overwegende dat de ecu als bedoeld in artikel 109 G van het Verdrag en gedefinieerd in Verordening (EG) nr. 3320/94 van de Raad van 22 december 1994 betreffende de codificatie van de bestaande communautaire wetgeving inzake de definitie van de ecu na de inwerkingtreding van het Verdrag betreffende de Europese Unie (4) met ingang van 1 januari 1999 niet langer zal worden gedefinieerd als een mand van samenstellende valuta's en dat de euro een volwaardige munteenheid op zich wordt; dat het besluit van de Raad over de vaststelling van de omrekeningskoersen op zich geen wijziging teweegbrengt in de externe waarde van de ecu; dat dit betekent dat één ecu in de samenstelling van mand van samenstellende valuta's één euro wordt; dat derhalve Verordening (EG) nr. 3320/94 overbodig is en moet worden ingetrokken; dat inzake verwijzingen naar de ecu in rechtsinstrumenten het vermoeden geldt dat de partijen zijn overeengekomen te verwijzen naar de ecu als bedoeld in artikel 109 G van het Verdrag en gedefinieerd in Verordening (EG) nr. 3320/94; dat een dergelijk vermoeden in het licht van de intenties van de partijen weerlegbaar moet zijn;

Notes for Editors The Treaty makes clear that, on the first day of stage 3 of EMU, responsibility for monetary policy will pass to the independent European Central Bank and irrevocably fixed conversion rates will be set between participating national currencies and the ECU. At that stage the ECU will no longer be a basket of Member States' currencies but will become a currency in its own right.
ENIGE BIJZONDERHEDEN OVER HET PRAKTISCHE PROCES VAN OVERGANG NAAR EEN MUNT In het Verdrag van Maastricht staat duidelijk vermeld dat op de eerste dag van de derde fase van de Economische en Monetaire Unie (EMU) de Europese Centrale Bank als onafhankelijke instelling bevoegd wordt voor het monetair beleid en de omrekeningskoersen tussen de Ecu en de nationale munteenheden van de deelnemende Lid-Staten onherroepelijk worden vastgesteld. Commissioner CHRISTOPHERSEN is pleased to announce that, in accordance with the Treaty of Maastricht (article 109g), which entered into force on November 1 1993, the composition of the basket of the European Currency Unit (ecu) was frozen on November 1 1993.
