2. In the case of Member States whose currency is not the euro, without prejudice to the specific rules and operative events provided for in the Annexes to this Regulation or in the agricultural legislation, expenditure as referred to in points (b) and (c) of paragraph 1 of this Article calculated on the basis of amounts fixed in euro and expenditure or revenue incurred in national currency under this Regulation shall be converted, as the case may be, into national currency or into euro on the basis of the last exchange rate established by the European Central Bank before the accounting year during which the operations are recorded in the accounts of the paying agency.
2. Onverminderd de specifieke regels en ontstaansfeiten die zijn vastgesteld in de bijlagen bij de onderhavige verordening of in de landbouwwetgeving, geldt voor lidstaten met een andere munt dan de euro dat de in lid 1, onder b) en c), van het onderhavige artikel bedoelde uitgaven die worden berekend op basis van in euro vastgestelde bedragen, en de uitgaven of de ontvangsten die in het kader van de onderhavige verordening in de nationale valuta gebeuren, naargelang van het geval in de nationale valuta of in euro worden omgerekend op basis van de laatste wisselkoers die de Europese Centrale Bank heeft bepaald vóór het boekjaar waarin de verrichtingen in de rekeningen van het betaalorgaan worden opgenomen.

3. If it is decided, in accordance with the procedure set out in paragraph 2, to abrogate a derogation, the Council shall, acting with the unanimity of the Member States whose currency is the euro and the Member State concerned, on a proposal from the Commission and after consulting the European Central Bank, irrevocably fix the rate at which the euro shall be substituted for the currency of the Member State concerned, and take the other measures necessary for the introduction of the euro as the single currency in the Member State concerned.
3. Indien overeenkomstig de procedure van lid 2, wordt besloten tot intrekking van een derogatie, stelt de Raad met eenparigheid van stemmen van de lidstaten die de euro als munt hebben en de betrokken lidstaat, op voorstel van de Commissie en na raadpleging van de Europese Centrale Bank, onherroepelijk de koers vast waartegen de munteenheid van de betrokken lidstaat wordt vervangen door de Euro, en neemt hij de overige maatregelen die nodig zijn voor de invoering van de Euro als enige munteenheid in de betrokken lidstaat.

Finally, the Pericles programme has made a substantial contribution to the further improvement of coordination and cooperation at international, European and Member States level, as well as the creation of more solid structures for the protection of the European currency.
