Commission Implementing Decision 2013/732/EU , establishing the best available techniques (BAT) conclusions under Directive 2010/75/EU of the European Parliament and of the Council on industrial emissions (IED), stipulates that the use of asbestos diaphragms is not considered BAT and accordingly permit conditions for chlor-alkali installations operated in the Union must be updated by 12 December 2017 so that those installations do no longer use asbestos diaphragms from that date.
In Uitvoeringsbesluit 2013/732/EU van de Commissie tot vaststelling van de BBT-conclusies (beste beschikbare technieken) op grond van Richtlijn 2010/75/EU van het Europees Parlement en de Raad inzake industriële emissies is bepaald dat het gebruik van asbestdiafragma's niet als BBT wordt beschouwd en dat de vergunningsvoorwaarden voor alle in de Unie geëxploiteerde chlooralkali-installaties uiterlijk op 12 december 2017 moeten worden geactualiseerd, zodat die installaties met ingang van die datum niet langer gebruikmaken van asbestdiafragma's.
