A European grouping of territorial cooperation (“EGTC”) may be established on Union territory under the conditions and subject to the arrangements provided for by this Regulation.

Member States participating in an operational programme under the European territorial cooperation objective may make use of the European grouping of territorial cooperation under Regulation (EC) No 1082/2006 of the European Parliament and of the Council of 5 July 2006 on a European grouping of territorial cooperation (EGTC) with a view to making that grouping responsible for managing the operational programme by conferring on it the responsibilities of the managing authority and of the joint technical secretariat.
De lidstaten die deelnemen aan een operationeel programma in het kader van de doelstelling „Europese territoriale samenwerking” kunnen gebruikmaken van een Europese groepering voor territoriale samenwerking uit hoofde van Verordening (EG) nr. 1082/2006 van het Europees Parlement en de Raad van 5 juli 2006 betreffende een Europese groepering voor territoriale samenwerking (EGTS) , teneinde die groepering de verantwoordelijkheid te geven voor het beheer van het operationele programma door de bevoegdheden van de beheersautoriteit en van het gezamenlijke technische secretariaat er aan over te dragen.

In order to overcome the obstacles hindering territorial cooperation, it is necessary to institute a cooperation instrument at Community level for the creation of cooperative groupings in Community territory, invested with legal personality, called ‘European groupings of territorial cooperation’ (EGTC).
Om de obstakels die de territoriale samenwerking belemmeren uit de weg te ruimen, moet er een communautair samenwerkingsinstrument tot stand worden gebracht op basis waarvan op het grondgebied van de Gemeenschap samenwerkende groeperingen met rechtspersoonlijkheid kunnen worden opgericht, „Europese groeperingen voor territoriale samenwerking” („EGTS” genoemd).
