The decision to develop a new system for ex-ante verification of conflict of interest in the awarding process of public procurement contracts is a valuable addition to ANI's activities.[17] It is clearly desirable that potential conflicts of interest can be identified and avoided in advance, before contracts are signed.

Ex ante verification of an operation shall be understood as all the ex ante checks put in place by the authorising officer responsible in order to verify its operational and financial aspects.

Welcomes the introduction of a reinforced and more comprehensive system of ex ante verifications which was introduced for grant agreements signed after June 2013 as acknowledged by the Court; notes furthermore from the Agency that the statistical sample used by the Court in its 2013 audit did not include transactions falling under the reinforced ex ante control system; calls on the Agency to provide the discharge authority with a report on ex post verifications undertaken under the improved verification system and with a detailed analysis of the system’s improvements;

Regrets that according to the Court of Auditors' annual report, the staff costs claimed by beneficiaries are not usually being verified on the basis of original supporting documentation, even though the Centre’s ex ante verifications of grants (awarded on an annual basis to a network of national partners) consist of a comprehensive desk-analysis of cost claims submitted by grant beneficiaries, as well as a review of certificates obtained from external auditors which were contracted by the beneficiaries or of certificates from independent public officers; regrets the fact that related ex post verifications were last carried out in 2009 and stresses the need to carry out ex post verifications in order to enhance the procedure; notes with concern that according to the Court of Auditors' findings, ex ante verifications provide only limited assurances and suggests that ex ante verification procedures should be strengthened; calls on the Centre to address this issue and to report to the discharge authority on the steps taken within the framework of the 2012 discharge follow-up;

The verification of whether the level of public or equivalent structural expenditure under the Investment for growth and jobs goal has been maintained shall take place at the time of submission of the Partnership Agreement (the "ex ante verification"), in 2018 (the "mid-term verification"), and in 2022 (the "ex post verification").
