Stresses that towns and cities can make a key contribution, as growth centres and growth drivers, to a given region; points, at the same time, to the need for it to be made possible for rural settlements to participate in integrated solutions for a given functional geographical entity by means of the fostering of partnerships and networks; stresses that larger urban centres face specific challenges because of the complexity of their social, economic and environmental tasks; sees, in this context, the endogenous potential of rural and peri-urban areas as offering an opportunity for development, although not only around agglomerations and big cities; notes, furthermore, the opportunity for the economic development of particularly disadvantaged regions through appropriate exploitation of, and support for, the endogenous potential of rural areas, including their environmental and cultural assets; considers also, in the context of structural and cohesion policy, urban-rural partnerships more in terms of providing rural areas with the same conditions for development and quality of life with regard to social and economic factors; calls on the Member States, given the dynamic influence of towns and cities on economic development in the regions and in stimulating the economy in surrounding rural areas, to guarantee the resources needed to implement the urban and sub-urban projects required;

The progressive completion of a Euro-Mediterranean free trade area will give a powerful boost to trade both between all of Europe and the Mediterranean countries and at least as important, between Mediterranean countries themselves with, as European experience has amply demonstrated, far-reaching trade liberalisation acting as an engine for more and deeper cooperation within the zone (b) Financial Assistance The Commission considers that a substantial increase in financial support for the Mediterranean countries is necessary to achieve the objectives of its Mediterranean policy and to help the countries concerned to meet the challenges they face. The Commission proposes that the Union's financial support should focus on the following five priority objectives: - support for the process of economic modernisation and restructuring of those countries prepared to open their markets in the context of new Association Agreements; - support for structural adjustment in countries less far advanced in this process with a view to preparing them for entering into free trade with the Union; - support for regional cooperation, particularly in the environment; - strengthening of North-South economic and financial cooperation, and among southern and eastern Mediterranean countries themselves, particularly through programmes of decentralised cooperation linking key actors in the cultural, social and economic fields (businesses, universities, research centres, local government, media, non-governmental organisations, ...); - support for the Middle East peace process.
De Commissie stelt voor de financiële steun van de Gemeenschap te concentreren op de volgende vijf prioriteiten: - ondersteuning van het proces van economische modernisering en hers- tructurering van de landen die bereid zijn hun markten open te stellen in het kader van de nieuwe Associatie-overeenkomsten; - steun voor structurele aanpassing in landen die wat dit betreft minder ver gevorderd zijn, ter voorbereiding op de invoering van vrijhandel met de Gemeenschap; - steun voor regionale samenwerking, met name ten aanzien van het mi- lieu; - versterking van de economische en financiële samenwerking tussen noord en zuid en tussen de zuidelijke en oostelijke Mediterrane landen onderling, met name via programma s voor gedecentraliseerde samenwerking, waarbij contacten worden gelegd tussen hoofdrolspelers op cultureel, sociaal en economisch gebied (bijv. ondernemingen, universiteiten, onderzoekscentra, regionale en plaatselijke overheden, gemeenten, media, niet-gouvernementele organisaties e.d.); - steun voor het vredesproces in het Midden-Oosten. De Gemeenschap kan deze taken uiteraard niet alleen op zich nemen.
