50. is ervan overtuigd dat marktliberalisatie in de ZOM-landen allereerst ten goede zou komen aan de grote gemechaniseerde bedrijven, die al ten volle baat hebben bij het systeem van de compensatiefondsen; verzoekt de institutionele actoren in het Euromediterrane partnerschap de toegang tot kredietfaciliteiten voor kleine productie-eenheden te verbeteren en een wegingsfactor in de bijstandsverlening in te bouwen ten gunste van de kleine ondernemers, die de overgrote meerderheid van de agrarische bevolking in deze landen uitmaken en die als eersten slachtoffer zullen worden van de concurrentie met de EU, en op termijn het oude compensatie- en bijstandssysteem te vervangen door een nieuw systeem voor steun voor duurzame landbouw en investeringen in kleinschalige levensmiddelenproductie teneinde de concurrentiekracht van de plattelandseconomie te versterken via diversifiëring, afzet ter plaatse en specifiekekwaliteitsproductie;
