The Committee is intended to play a key role in the pharmacovigilance assessments in the Community, by providing support both to the Committee for Medicinal Products for Human Use within the Agency (responsible for opinions on the quality, safety and efficacy of medicinal products for human use in the framework of Community procedures), and the coordination group of Member States established by Directive 2001/83/EC (involved in the national authorisation procedures).

Marketing authorisation holders shall be allowed to submit requests to the Committee for Medicinal Products for Human Use or the coordination group, as appropriate, to determine Community reference dates or to change the frequency of submission periodic safety update reports on one of the following grounds:

In the case of a single assessment of periodic safety update reports concerning more than one marketing authorisation in accordance with Article 107e(1) which does not include any marketing authorisation granted in accordance with Regulation (EC) No 726/2004, the coordination group shall, within 30 days of receipt of the report of the Pharmacovigilance Risk Assessment Advisory Committee, consider the report and adopt an opinion on the maintenance, variation, suspension or revocation of the marketing authorisations concerned, including a timetable for the implementation of the opinion.

Calls on the Commission and the Council to insist on the unrestricted implementation of the ‘acquis communautaire’, initially through the exchange of best practice and increased cooperation in all 25 Member States, and, where necessary, to take appropriate measures for their actual implementation; to provide practical support for all Member States falling below the required standards, especially the new ones, by making provision for adequate resources, exchange of best practices and experience, and stronger cooperation; in that connection, calls on the Commission, in cooperation with the Advisory Committee on Safety, Hygiene and Health Protection at Work, to investigate the possibility of introducing a separate open coordination method for health and safety at the workplace;

Considers that EMSA, FRONTEX, the Fisheries Agency and the Environment Agency have various instruments at their disposal which could usefully be combined to provide effective support to a European maritime policy; therefore urges the Commission not only to remove obstacles to cooperation between these agencies, but to formalise such cooperation in order to achieve the following: (1) safety at sea and the protection of the marine environment (including fisheries inspection), protection from terrorism, piracy and criminal acts at sea and illegal, unregulated and unreported (IUU) fishing; (2) coordinated fisheries inspections and equal enforcement throughout the EU with equal penalties and sanctions being applied in the courts of Member States (3) strict monitoring of compliance with designated shipping routes and prosecution for illegal discharges from ships; rapid, coordinated response in the event of an accident, deploying the necessary measures as soon as possible, including designating places of refuge and ports for emergency use and combating illegal immigration; reiterates its call, included in the final report of the Temporary Committee on improving safety at sea (MARE), for a European coastguard service to be set up and asks the Commission to come forward with the study on its feasibility as soon as possible;
143. is van mening dat EMSA, FRONTEX, het Visserijagentschap en het Milieuagentschap over verscheidene instrumenten beschikken die op een nuttige manier kunnen worden gecombineerd om effectieve ondersteuning te bieden aan een Europees maritiem beleid; dringt er daarom bij de Commissie op aan niet alleen de belemmeringen voor samenwerking tussen deze agentschappen weg te nemen, maar deze samenwerking ook te formaliseren teneinde het volgende te bereiken: 1)veiligheid op zee en bescherming van het mariene milieu (m.i.v. controle op de visserij), bescherming tegen terrorisme, piraterij en misdrijven op zee en illegale, niet-gereglementeerde en niet-gemelde (IUU) visserij

In its Resolution on improving safety at sea, adopted on 27 April 2004 following the work of the Temporary Committee on Improving safety at sea (MARE), the European Parliament stressed the importance of transnational cooperation in the response to accidents and the need for effective coordination.
In de resolutie over de verbetering van de maritieme veiligheid die het Europees Parlement op 27 april 2004 naar aanleiding van de werkzaamheden van de tijdelijke commissie voor de verbetering van de maritieme veiligheid (MARE) heeft aangenomen, onderstreept het Parlement het belang van transnationale samenwerking voor een adequate respons op ongevallen alsmede de noodzaak van een goede coördinatie.

Maritime safety is in everyone's interests, because another Prestige or Erika sinking off any coast does not bear thinking about.
