Is convinced that it is indispensible for the international community, in the medium and long-term perspective, to focus its actions on reinforcing the ability of the populations concerned to cope with future droughts and other shocks and thereby reduce their dependence on emergency aid, to improve hunger-response strategies and to fight against structural vulnerabilities, and in so doing tackle the problem in a more efficient way;
13. is ervan overtuigd dat het op middellange en lange termijn onontbeerlijk is dat de internationale gemeenschap bij haar acties focust op capaciteitsopbouw om ervoor te zorgen dat de mensen het hoofd kunnen bieden aan toekomstige droogtes en andere schokken, teneinde de afhankelijkheid van noodhulp te verminderen, en op een verbetering van de strategieën om te reageren op honger en strijdt tegen structurele kwetsbaarheden, om het probleem op efficiëntere wijze aan te pakken;
