(2) In the context of its work to curb shadow banking, the Financial Stability Board (the FSB) and the European Systemic Risk Board (the ESRB) established by Regulation (EU) No 1092/2010 of the European Parliament and of the Council have identified the risks posed by securities financing transactions ("SFTs"). SFTs allow the build-up of leverage, pro-cyclicality and interconnectedness in the financial markets.
(2) In het kader van hun werkzaamheden om schaduwbankieren aan banden te leggen, hebben de Raad voor financiële stabiliteit (Financial Stability Board - FSB) en het Europees Comité voor systeemrisico's (European Systemic Risk Board - ESRB) vastgesteld bij Verordening (EU) nr. 1092/2010 van het Europees Parlement en de Raad onderzocht welke risico's effectenfinancieringstransacties (securities financing transactions - SFT's) inhouden.

The governance reform of the Financial Stability Board should be implemented in a timely manner, including by ensuring effective coordination between the Financial Stability Board and other international financial regulatory/standard-setting bodies.

According to the Financial Stability Board, the shadow banking system is "the system of credit intermediation that involves entities and activities outside the regular banking system".

Het Europees Comité voor systeemrisico’s dient deskundige adviezen in te winnen bij een wetenschappelijk comité van hoog niveau. Daarnaast dient dat Comité voor systeemrisico’s alle verantwoordelijkheden op mondiaal niveau op zich te nemen die nodig zijn om te zorgen dat de stem van de Unie wordt gehoord over zaken die verband houden met financiële stabiliteit. (9b) On 28 October 2009, the Financial Stability Board, the Bank for International Settlements, the International Monetary Fund defined systemic risk as "a risk of disruption to financial services that is (i) caused by an impairment of all or parts of the financial system and (ii) has the potential to have serious negative consequences for the real economy. All types of financial intermediaries, markets and infrastructure can potentially be systematically important to some degree”.

In the aftermath of the financial crisis the Commission has significantly stepped up its efforts to enhance financial stability also through its membership of the Financial Stability Board and, more specifically, by many new important proposals such as, for example, on credit rating agencies, securitisation, the supervision of cross border banking groups and a general overhaul of the EU supervisory architecture based on the De Larosière report.
In de nasleep van de financiële crisis heeft de Commissie aanzienlijke vaart gezet achter haar maatregelen ter verbetering van de financiële stabiliteit, mede door haar lidmaatschap van de Financiële Stabiliteitsraad. The creation of the ESRB is in line with several initiatives at multilateral level or outside the EU, including the creation of a Financial Stability Board by the G20.
