10. Reiterates the vital importance of rehabilitation centres for torture victims, both inside and outside the EU, in addressing not only the physical, but also the long-term psychological, problems experienced by torture victims; welcomes the EU’s provision of financial aid to rehabilitation centres for torture victims throughout the world and suggests that they adopt a multidisciplinary approach in their activities, encompassing counselling, access to medical treatment, and social and legal support; remains convinced that the funding provided by the European Instrument for Democracy and Human Rights (EIDHR) to such centres in third countries should not be cut, even in the current financial and economic crisis, since national healthcare systems in those countries are often not in a position to address the specific problems of torture victims adequately;
10. wijst opnieuw op het essentiële belang van revalidatiecentra voor slachtoffers van foltering in de EU en daarbuiten bij de behandeling van niet alleen lichamelijke maar ook langdurige psychische problemen die slachtoffers van foltering ondervinden; is ingenomen met de financiële steun van de Europese Unie voor revalidatiecentra voor slachtoffers van foltering wereldwijd en stelt deze centra voor een multidisciplinaire benadering aan te houden waarin zowel psychologische zorg, toegang tot medische behandeling, als sociale en juridische ondersteuning zijn begrepen; is ervan overtuigd dat niet mag worden gesnoeid in de door het Europees instrument voor democratie en mensenrechten (EIDHR) verstrekte financiering voor dergelijke centra in derde landen, zelfs niet in de huidige financiële en economische crisis, aangezien de nationale stelsels voor gezondheidszorg in deze landen vaak niet in staat zijn de specifieke problemen van slachtoffers van foltering adequaat aan te pakken;

This amount shall be used for the financing of the aid for rehabilitation and reconstruction of the earthquake/Tsunami affected countries in Asia, covered by Heading 4 "External actions" of the financial perspective, under the article 19 10 04 "Rehabilitation and reconstruction operations in developing countries in Asia" of the 2005 budget.

Believes that donor coordination involving the local authorities of the country, multilateral financial institutions (the IMF and the World Bank), local and European NGOs, the UN and the appropriate Commission services (ECHO, EuropAid, DG DEV and DG Relex) is imperative to guarantee a successful linkage strategy and therefore asks the Commission to create a taskforce including the aforementioned actors as soon as a crisis erupts with the aim of identifying coordinated emergency and rehabilitation priorities, strategies and methodology that should be included in the addendum to the Country Strategy Papers;
16. is van mening dat donorcoördinatie, waaraan wordt deelgenomen door de plaatselijke autoriteiten van het land, de multilaterale financiële organen (IMF, Wereldbank), plaatselijke en Europese NGO's, de VN en de betreffende Commissiediensten (ECHO, EuropAid, DG DEV en DG Relex), een absolute vereiste is om een succesvolle koppeling te verzekeren en vraagt derhalve de Commissie om onmiddellijk bij het uitbreken van een crisis een taskforce op te richten waarin ook bovengenoemde partijen zijn opgenomen, die gecoördineerde prioriteiten, strategieën en methoden voor noodhulp en wederopbouw moet vaststellen, die worden opgenomen in het aanhangsel bij de landenstrategienota's;
