The Commission encourages Member States (including relevant national and regional authorities) to: · work towards better alignment and synergies of their funding instruments with EU funding initiatives; this includes their research and innovation programmes, in particular in connection with relevant Joint Programming Initiatives and AAL; · make effective use of Structural Funds, in line with the Partnership priorities, as appropriate, in particular with a view to: – enhancing the use, quality, interoperability of and access to ICT including e-health, and strengthening research, technological development and innovation; – promoting social inclusion and combating poverty, including through investing in health and social infrastructure; – promoting measures to fight against discrimination of older people both in accessing the labour market and in the work place (e.g. innovative, accessible and age-friendly forms of work organisation, longer healthier working lives); – fostering investments to modernise national and regional health systems, and giving priority to a shift from institutional care to community-based care, while enhancing independent living. · consider including the Partnership priorities and objectives among their strategic priorities in order to make use of structural funds; · engage in the activities of the Partnership through the procurement of more innovative and efficient solutions.

A first set of new standards for accessibility should be in place by 2013; · support relevant stakeholders at appropriate levels in developing specific incentives schemes to enable deployment of solutions; · support the development of standardised terminologies, data, clinical information and medical models as well as support public authorities in undertaking pre-commercial procurement and the procurement of innovative solutions, through the EU’s research and innovation programmes; · support work with public and private sector stakeholders to improve forecasting of health workforce needs and to adapt skills and competences to new care patterns and new technologies; · make use of the instruments foreseen under Article 14 of the Directive on patients' rights in the cross border care to support implementation of relevant actions identified in the Plan.

Activities shall, inter alia, build upon and enhance those undertaken in the Eco-Innovation Programme and focus on strengthening eco-innovative technologies, processes, services and products, including exploring ways to reduce the quantities of raw materials in production and consumption, overcoming barriers in this context, and boosting their market uptake and replication, with special attention for SMEs; supporting innovative policies, sustainable economic models and societal changes; measuring and assessing progress towards a green economy; and fostering resource efficiency through digital systems.
Er wordt onder meer voortgebouwd op de activiteiten in het kader van het eco-innovatieprogramma, en deze worden nog verder uitgebreid. Zij zijn gericht op een versterking van eco-innovatieve technologieën, processen, diensten en producten, onder meer door onderzoek naar de wijze waarop de hoeveelheden grondstoffen bij de productie alsmede het verbruik ervan kunnen worden beperkt en in dit verband beletselen kunnen worden weggenomen, alsmede stimulering van de marktpenetratie en replicatie ervan, met speciale aandacht voor KMO's; ondersteuning van innovatief beleid, duurzame economische modellen en maatschappelijke veranderingen; het meten en beoordelen van de voortgang op weg naar een groene economie; en het bevorderen van efficiënt gebruik van hulpbronnen met behulp van digitale systemen.

Emphasises that the future cohesion policy will be one of the main EU policies fostering industrial innovation through smart specialisation in order to respond to the challenges associated with sustainable energy, climate change and the efficient use of both material and human resources; takes the view, therefore, that support from the future cohesion policy and the European structural and investment funds is pivotal to the reindustrialisation of the EU and its regions through a genuinely modern industrial policy which has to be inclusive, sustainable, energy-efficient and highly competitive; calls for better coordination and synergies between cohesion policy and Horizon 2020 programmes in order to set up regional innovation incubators and to maximise innovation at regional level;

Calls for SMEs and entrepreneurs to be placed at the heart of the Europe 2020 strategy; demands, accordingly, enhanced support in the next MFF for all programmes and instruments aimed at fostering SMEs, in particular the Competitiveness and Innovation Programme (CIP) and the Small Business Act, as well as through the use of the Structural Funds; proposes a better bundling of Community instruments and funds for SMEs in the EU budget; stresses, further, the need for greater accessibility to and adaptation of financing instruments to the needs of SMEs, inter alia through a stronger emphasis on microfinance and mezzanine financial instruments, the extension and expansion of the CIP's guarantee instruments and the RSFF under the Research Framework Programme;
58. roept ertoe op KMO's en ondernemers centraal te stellen in de strategie Europa 2020; vraagt daarom de steun in het volgende MFK te verhogen voor alle programma's en instrumenten die gericht zijn op het ondersteunen van KMO's, in het bijzonder het programma Concurrentievermogen en Innovatie (CIP) en de Wet voor Kleine Ondernemingen, en door gebruikmaking van de structuurfondsen; stelt voor instrumenten en financiering voor KMO's in de EU-begroting beter te bundelen; benadrukt daarnaast dat er gezorgd moet worden voor een betere toegang tot en aanpassing van financieringsinstrumenten aan de behoeften van KMO's, onder meer door meer nadruk te leggen op microkrediet en mezzanine-financieringsinstrumenten en door de garantie-instrumenten van het CIP en de FFRD uit te breiden in het kader van het kaderprogramma voor onderzoek;

Take appropriate measures and initiatives aimed at fostering creativity, innovation and digital competences in early childhood education and primary education, making effective use of European resources such as the Erasmus+ Programme and the European Structural and Investment Fund to support such measures and initiatives.
Passende maatregelen en initiatieven te nemen die gericht zijn op het bevorderen van creativiteit, innovatie en digitale competenties in de voor- en vroegschoolse educatie en in het primair onderwijs, en daarbij doeltreffend gebruik te maken van Europese middelen als het Erasmus+-programma en het Europees Structuur- en Investeringsfonds om die maatregelen en initiatieven te ondersteunen.
