In response to the Commissions' mandate issued in 2011 under Article 4(2) of Decision No 676/2002/EC relating to technical conditions for spectrum harmonisation options for wireless radio microphones and cordless video cameras , the European Conference of Postal and Telecommunications administrations (‘CEPT’) submitted its Report 51 identifying the 2 010-2 025 MHz frequency band and other frequency bands as possible new spectrum for wireless cameras and video links, subject to further studies.

(17) Protection of public health against electromagnetic fields is essential for citizens' wellbeing and for a coherent approach to spectrum authorisation in the Union; while subject to Council Recommendation 1999/519/EC on the limitation of exposure of the general public to electromagnetic fields, it is essential to attain a better understanding of the responses of living organisms to electromagnetic fields and to ensure constant monitoring of the ionising and non-ionising effects of spectrum use on health, including the real-life cumulative effects of spectrum use in various frequencies by an increasing number of equipment types.
(17) De bescherming van de volksgezondheid tegen elektromagnetische velden is essentieel voor het welzijn van de bevolking en voor een samenhangend spectrumvergunningsbeleid in de Unie. I believe that on the one hand – and here Parliament is in agreement – we must respect the responsibility of Member States in terms of allocating frequencies, but we must also assess together the vital need for harmonisation, because we should all be aware that if we fail to harmonise, if we fail to coordinate and fail to take common decisions, the economic and social value of the spectrum will be diminished.

Where spectrum is unrestricted it remains unallocated and a technological approach is taken to issues of interference i.e. the responsibility for avoiding interference lies with the users of the frequency who therefore must each come up with a design solution to avoid interference from other users and technologies.
