24. Notes, in connection with transport, that road infrastructure in particular, and to a lesser extent rail infrastructure, can constitute a threat to the soil through covering and impacting (by pressure from heavy vehicles) and the bisection of eco-systems; stresses in this connection the importance of water transport, as set out inter alia in the White Paper on Transport, and the need, for projects in the framework of the Trans-European Networks, to carry out environmental impact assessments pursuant to Directive 2001/42/EC ; calls on the Commission to encourage the use of innovative sustainable technologies and products in road-building, such as Very Open-graded Asphalt Concrete;
24. stelt voor de vervoerssector vast dat met name weginfrastructuur en in mindere mate spoorinfrastructuur door bodemverzegeling en -verdichting (als gevolg van druk door zware vervoermiddelen) en door doorsnijding van ecosystemen een bedreiging voor de bodem kunnen vormen; wijst in dit verband op het belang van de bevordering van vervoer over water zoals onder meer verwoord in het Witboek Transport en op de noodzaak om voor projecten in het kader van de Trans-Europese Netwerken een milieueffectbeoordeling uit te voeren volgens Richtlijn 2001/42/EG ; verzoekt de Commissie het gebruik van innovatieve duurzame technieken en producten in de wegenbouw zoals ZOAB (zeer open asfaltbeton) te stimuleren;
