TRADUCTIONS EN CONTEXTE

– having regard to Parliament’s study of January 2014 entitled ‘European Economic Governance and Cohesion Policy’ (Directorate-General for Internal Policies, Department B: Structural and Cohesion Policies),

This view is in stark contrast to the case-law of the Court of Justice, according to which a measure is not a general measure of fiscal or economic policy and is thus selective if it applies only to a particular economic sector or to particular undertakings in that economic sector (2) .

The European Semester includes the formulation, and the surveillance of the implementation, of the broad guidelines of the economic policies of the Member States and of the Union (broad economic policy guidelines) in accordance with Article 121(2) TFEU; the formulation, and the examination of the implementation, of the employment guidelines that must be taken into account by Member States in accordance with Article 148(2) TFEU (employment guidelines); the submission and assessment of Member States' stability or convergence programmes under that Regulation; the submission and assessment of Member States' national reform programmes supporting the Union’s strategy for growth and jobs and established in line with the broad economic guidelines, with the employment guidelines and with the general guidance to Member States issued by the Commission (the annual growth survey) and the European Council at the beginning of the annual cycle of surveillance; and surveillance to prevent and correct macroeconomic imbalances under Regulation (EU) No 1176/2011 of the European Parliament and of the Council of 16 November 2011 on the prevention and correction of macroeconomic imbalances (8).

Notes that the primary objective of the ECB's monetary policy is to maintain price stability; points out that the objective of price stability can be achieved effectively only if the root causes of inflation are properly addressed; recalls that Article 127 of the TFEU also assigns to the ECB the task of supporting the general economic policies of the Union; deems it essential that Member States in the euro area and those with a special status strictly fulfil their obligations and leave no doubt about the common aims of price stability, independence of the ECB, budget discipline and fostering growth, employment and competitiveness;
merkt op dat handhaving van de prijsstabiliteit de primaire doelstelling van het monetaire beleid van de ECB vormt; wijst erop dat de doelstelling van prijsstabiliteit slechts effectief kan worden verwezenlijkt indien de diepere oorzaken van inflatie naar behoren worden aangepakt; herinnert eraan dat artikel 127 van het VWEU de ECB ook opdracht geeft om het algemene economische beleid van de Unie te ondersteunen; acht het van essentieel belang dat lidstaten binnen het eurogebied en lidstaten met een bijzondere status hun verplichtingen strikt nakomen en geen twijfel laten bestaan over de gemeenschappelijke doelstellingen van prijsstabiliteit, onafhankelijkheid van de ECB, begrotingsdiscipline en stimulering van groei, werkgelegenheid en concurrentiekracht;

I worked in the Economic Policy Department at the Ministry for almost 10 years and was primarily concerned with matters of employment and labour market policy.
Bijna tien jaar werkte ik op de afdeling Economisch Beleid van het Ministerie. Daar hield ik mij in eerste instantie bezig met het werkgelegenheids- en arbeidsmarktbeleid alsook met het handelsbeleid.

In the light of prevailing economic conditions characterised by a considerable slack in product and labour markets in most Member States, concrete actions by governments and the social partners that contribute to continued low inflationary pressures, make it easier for monetary policy to pursue its primary objective of maintaining price stability and, without prejudice to the latter, to contribute further to an overall environment which supports the general economic policies in the Community.
In het licht van de huidige economische omstandigheden, die gekenmerkt worden door een aanzienlijke speling in de product- en arbeidsmarkten in de meeste lidstaten, moeten concrete acties van de regeringen en de sociale partners die bijdragen tot een aanhoudende lage inflatiedruk het de monetaire politiek gemakkelijker maken om haar eerste doelstelling van handhaving van de prijsstabiliteit te verwezenlijken en onverminderd deze laatste, verder bij te dragen tot een algemeen klimaat waarmee het globaal economisch beleid in de Gemeenschap wordt ondersteund.
