In the meantime good progress has been made in implementing other recommendations in the early SEM 2000 reports, including : - the introduction of an annual discussion of budget priorities in the Commission before the adoption of the Preliminary Draft Budget; - increased emphasis on resource cost implications when taking decisions; - restructuring the Commission's services by the reinforcement or creation of finance and resource units/directorates within all DGs to act as a counterweight to the policy development and execution function; - a new series of proposals to amend the Financial Regulation; - work has started on rationalising and improving in house procedures.
