Further implementation of the Shared Environmental Information System principle of ‘produce once, use often’ and the common approaches and standards on acquisition and collation of consistent spatial information under the INSPIRE and Copernicus systems, as well as other environmental information systems for Europe (such as the Biodiversity Information System for Europe (BISE) and the Water Information System for Europe (WISE)), will help avoid duplication of effort and eliminate any unnecessary administrative burden on public authorities, as will efforts to streamline reporting obligations under different relevant pieces of legislation.

The way information is managed should be in line with the Shared Environmental Information System (SEIS) initiative introduced by the Commission Communication of 1 February 2008 entitled ‘Towards a Shared Environmental Information System (SEIS)’.

Calls on the EU to support both the development of healthy agricultural production and rural development in the region, as part of the fight against poverty, which is a persistent evil in the countryside, and in order to strengthen the stabilisation process; stresses, to this end, the importance of institutional and infrastructural improvements (in such fields as irrigation, handling, storage, packaging, transport, marketing systems and access to services), in addition to technological improvements, and also the significance of education and training programmes, especially for women and in situations where producers are poorly organised and civil society is weak, given that these factors also slow down the development of an efficient agri-food system; emphasises the role of extension services in facilitating the diffusion of knowledge; stresses that global environmental and climate change concerns should determine support for the promotion of sustainable uses of natural resources and energy and compatible methods of production; stresses that the diversification of production, in order to increase resilience during market fluctuations and environmental crises, should be encouraged in the face of increasing global demand for food;

However, organisations which have a certified environmental management system, recognised according to the requirements of Article 9, do not need to conduct a formal environmental review when moving on to EMAS implementation, if the necessary information for the identification and evaluation of the environmental aspects set out in Annex VI is provided by the certified environmental management system.
Organisaties die een gecertificeerd, volgens de eisen van artikel 9 erkend milieubeheersysteem hebben, behoeven echter geen formele milieuanalyse uit te voeren om te kunnen overgaan tot invoering van EMAS, indien het gecertificeerde milieubeheersysteem de noodzakelijke informatie biedt voor de identificatie en evaluatie van de milieuaspecten van bijlage VI.
