Considers it regrettable that amendments concerning the closure of political parties, proposed as part of the recent constitutional reform, did not find a majority in the Turkish Grand National Assembly, and urges all political parties to bring the relevant legislation into line with the opinion of the Venice Commission;

Deeply regrets the decision of the Constitutional Court to annul the legislation limiting the jurisdiction of military courts as a serious setback in Turkey's reform efforts, and calls on the Turkish Grand National Assembly to establish a consensus in favour of constitutional reform; is concerned about the continuing involvement of the military in Turkish politics and foreign policy, and reiterates that in a democratic society the military must be fully subject to civilian oversight; calls in particular on the Turkish Grand National Assembly to enhance its oversight of the military budget and expenditure and to engage in the development of security and defence policies;
10. betreurt ten zeerste het besluit van het grondwettelijk hof om de wetgeving ter inperking van de rechtsbevoegdheid van de militaire rechtbanken nietig te verklaren, wat een ernstige tegenslag is voor de Turkse hervormingspogingen, en roept de Turkse Grote Nationale Vergadering op te komen tot een consensus voor grondwettelijke hervorming; is bezorgd over de aanhoudende inmenging van het leger in de Turkse politiek en het buitenlands beleid en benadrukt nogmaals dat het leger in een democratische maatschappij volledig onder civiel toezicht dient te staan; roept met name de Turkse Grote Nationale Vergadering op haar toezicht op het defensiebudget en militaire uitgaven te verscherpen en zich bezig te houden met de ontwikkeling van het veiligheids- en defensiebeleid;
