National resolution authorities that disagree with the scheme or decide to take independent resolution action should explain the reasons for their disagreement and notify those reasons, together with details of any independent resolution action they intend to take, to the group-level resolution authority and other resolution authorities covered by the group resolution scheme.

Welcomes the new programme for the competitiveness of SMEs (COSME); notes the successful actions of the Competitiveness and Innovation Framework Programme (CIP); believes that these actions – such as the High Level Group of Independent Stakeholders for Administrative Burden Reduction and the Enterprise Europe Network –should be continued and further expanded under the new programme; underlines the need to improve access to finance for SMEs and strengthen the role that the private sector could play; calls for the simplification and rationalisation of the various Union instruments devoted to access to credit, guarantees or venture capital, in particular for SMEs with internationalisation plans; calls for a review of the costs and availability of basic banking services for SMEs involved in cross-border – especially cross-currency – trade, including outside the EU; encourages the Member States to explore the possibility of using parts of their national corporate tax revenues to facilitate access to loan guarantees for SMEs; stresses that all instruments, in particular the non-financial instruments, should be adopted based on a critical evaluation of the CIP and in close cooperation with SME organisations;
is ingenomen met het nieuwe programma voor het concurrentievermogen van kmo's (COSME); neemt kennis van de succesvolle acties van het kaderprogramma voor concurrentievermogen en innovatie (KCI); meent dat deze acties -bijvoorbeeld bijvoorbeeld de Groep op hoog niveau van onafhankelijke belanghebbenden inzake de vermindering van administratieve lasten en het Enterprise Europe Network - moeten worden voortgezet en uitgebreid in het kader van het nieuwe programma,; onderstreept dat de toegang tot financiering voor kmo's moet worden verbeterd en de rol die de particuliere sector zou kunnen spelen, moet worden versterkt; pleit voor vereenvoudiging en stroomlijning van de uiteenlopende instrumenten van de Unie ten behoeve van de toegang tot krediet, garanties of risicokapitaal, met name voor kmo's met internationaliseringsplannen; vraagt om een herziening van de kosten en beschikbaarheid van basisbankdiensten voor kmo's die zich bezighouden met grensoverschrijdende handel - met name handel via valutatransacties - ook buiten de EU; spoort de lidstaten aan na te gaan of het haalbaar is een deel van hun inkomsten uit de nationale vennootschapsbelasting te gebruiken om de toegang tot leninggaranties te vergemakkelijken; benadrukt dat alle instrumenten, met name de niet-financiële, op basis van een kritische evaluatie van het KCI en in nauwe samenwerking met kmo-organisaties moeten worden goedgekeurd;

The Presidency’s compromise proposal takes account of Parliament’s suggestions to add independent party foundations and national, regional and international parliaments to the group of beneficiaries.

The need to establish Europe-wide standards on the independence, integrity and accountability of the national and Community statistical authorities led the Statistical Programme Committee established by Council Decision 89/382/EEC, Euratom (2), unanimously to endorse, at its meeting on 24 February 2005, the European Statistics Code of Practice (hereinafter referred to as the Code of Practice) as presented in the Recommendation of the Commission of 25 May 2005 on the independence, integrity and accountability of the national and Community statistical authorities.
De noodzaak om voor heel Europa geldende normen voor de onafhankelijkheid, integriteit en verantwoordingsplicht van de nationale en communautaire statistische instanties vast te stellen, was een reden voor het bij Besluit 89/382/EEG, Euratom (2) van de Raad opgerichte Comité statistisch programma om tijdens de vergadering van 24 februari 2005 unaniem zijn goedkeuring te verlenen aan de Praktijkcode Europese statistieken („de Praktijkcode”), zoals deze was voorgesteld in de aanbeveling van de Commissie van 25 mei 2005 inzake de onafhankelijkheid, integriteit en verantwoordingsplicht van nationale en communautaire statistische instanties.

(8) Third, there is a need to establish Europe-wide standards as regards the independence, integrity and accountability of the national statistical institutes in response to the invitation addressed to the Commission by the Council on 2 June 2004 to present by June 2005 a proposal to develop minimum European standards for the institutional set-up of statistical authorities, which reinforce the independence, integrity and accountability of the Member States’ national statistical institutes.
(8) Ten derde moeten Europese normen betreffende de onafhankelijkheid, integriteit en verantwoordingsplicht van de nationale bureaus voor de statistiek worden vastgesteld om gehoor te geven aan het verzoek dat de Raad op 2 juni 2004 tot de Commissie heeft gericht, namelijk om uiterlijk in juni 2005 met een voorstel te komen voor de ontwikkeling van Europese minimumnormen voor de institutionele inrichting van statistische instanties, teneinde de onafhankelijkheid, integriteit en verantwoordingsplicht van de nationale bureaus voor de statistiek te versterken.
