H2020 follows on from the seventh framework programme for research and technological development and demonstration activities, which ran for the 2007-2013 period.

In the period 2014-2020 some 2000 million Euro is foreseen, particularly through the Energy Efficiency focus of the H2020 Societal Challenge on Secure, Clean and Efficient Energy as well as the public-private partnerships on "Energy Efficient Buildings", on "Factories of the Future" and for a "Sustainable Process Industry through Resource and Energy Efficiency (SPIRE)".

Calls on the Commission to provide an explicit mapping of the different funding and financing instruments, such as the InvestEU programme, Connecting Europe (PCIs), R&D funds, structural and investment funds, smart grid financing instruments (ERA-Net Plus), the Horizon 2020 programme (H2020), EIB, the European Energy Programme for Recovery (EEPR), the Connecting Europe Facility – Energy (CEF-E), NER 300, the Research Fund for Coal and Steel (RFCS), and Eurogia+, and to clarify the eligibility rules for each of these programmes;

During the H2020 trilogue it was agreed to promote a greater coherence of all call possibilities financed under H2020.
