4. Calls on the Commission and Council to provide the resources needed to guarantee equitable access to HIV prevention, testing, treatment, care and support, to address stigma and other barriers to timely access to counselling, testing and early care, to increase investment in research to achieve an effective cure and to improve instruments and actions to address co-infections such as tuberculosis or hepatitides B and C, among others, through improved access to screening and effective access to treatment;

Targeted prevention programmes should be reinforced to reach MSM, and voluntary and counselled HIV testing (along with effective screening and treatment for sexually transmitted infections) needs to be intensified for MSM and risk populations.

Urges Member States to fully implement Directive 2002/98/EC of the European Parliament and of the Council of 27 January 2003 setting standards of quality and safety for the collection, testing, processing, storage and distribution of human blood and blood components and amending Directive 2001/83/EC, in particular as regards the systematic HIV-screening of blood donations; urges Member States and neighbouring countries not to discriminate against gay, lesbian and bisexual people in banning them from giving blood.
14. dringt er bij de lidstaten op aan Richtlijn 2002/98/EG van het Europees Parlement en de Raad van 27 januari 2003 tot vaststelling van kwaliteits- en veiligheidsnormen voor de inzameling, het testen, de bewerking, de opslag en de distributie van bloed en bloedbestanddelen van menselijke oorsprong en tot wijziging van Richtlijn 2001/83/EG van de Raad volledig toe te passen, in het bijzonder met betrekking tot de stelselmatige hiv-screening van bloeddonaties; verzoekt de lidstaten en naburige landen met klem homo's, lesbiennes en biseksuele personen niet te discrimineren door hen te verbieden bloed te geven.
