The High Level Group made other recommendations relating to restructuring transactions, along the following lines : a) some of the requirements currently foreseen by the Third Company Law Directive (mergers of public limited liability companies) and by the Sixth Company Law Directive (division of such companies) should be relaxed in specific cases which make them superfluous; b) Member States should be required to create squeeze-out rights (for majority shareholders) and sell-out rights (for minority shareholders), at least in listed companies, subject to certain thresholds being reached.
De groep op hoog niveau deed nog andere aanbevelingen met betrekking tot herstructureringsoperaties, op basis van de volgende beginselen: a) bepaalde verplichtingen die momenteel zijn neergelegd in de Derde Richtlijn Vennootschapsrecht (fusies van naamloze vennootschappen) en de Zesde Richtlijn Vennootschapsrecht (splitsingen van dergelijke vennootschappen), moeten in specifieke gevallen waar zij overbodig zijn, worden versoepeld, b) lidstaten moeten worden verplicht om althans in beursgenoteerde ondernemingen uitstotingsrechten (voor meerderheidsaandeelhouders) en uitkooprechten (voor minderheidsaandeelhouders) in te voeren, mits bepaalde drempels worden bereikt.

1. Welcomes the 40th anniversary of diplomatic relations between the EU and China as a source of inspiration to strengthen the Strategic Partnership, which is so necessary in a multipolar and globalised world, and to speed up the ongoing negotiations for a new Partnership and Cooperation Agreement based on trust, transparency and respect for human rights; underlines that both parties, in the recent EU-China Summit of 29 June 2015, reaffirmed their commitment to deepen this partnership; highlights that China is a key international power and one of the EU´s most important partners; stresses that the two sides are committed to promoting over the next decade the EU-China Comprehensive Strategic Partnership, which will be mutually beneficial to both the EU and China; expresses its support for the (bi)annual High Level Strategic Dialogue, the High Level Economic and Trade Dialogue, the High Level People-to-People Dialogue, and the more than 60 sectoral dialogues between the EU and China on a diverse array of issues; urges that these sectoral dialogues lead to confidence-building and tangible results;

It will benefit heavily from the working groups and networks that have been put in place of the past couple of years, in particular to associate the services in the Member States more closely to the implementation, monitoring and follow-up of Community law. Recently established structures such as the high level group on industrial relations or the network of labour inspectors should play a major role in detecting implementation problems and should help overcoming the obstacles at national level, in particular through exchange of information.
Zij zal een dringend beroep doen op de in de laatste paar jaar ingestelde werkgroepen en netwerken om de diensten in de lidstaten nauwer te betrekken bij de implementatie van en het toezicht op het Gemeenschapsrecht en de vervolgmaatregelen. In preparation, the Commission set up a High Level Group for textiles and clothing at the beginning of 2004. The Group comprised representatives of the Commission and the European Parliament, some Member States, industrialists, retailers and importers, European trade associations, trade unions and representatives of local textile and clothing associations, and its mandate was to put forward recommendations in order to improve the sector's competitiveness and facilitate its adjustment to future challenges.
Om zich op deze ontwikkeling voor te bereiden heeft de Commissie begin 2004 een Groep op hoog niveau voor de textiel- en kledingsector in het leven geroepen, bestaande uit vertegenwoordigers van de Commissie en het Europees Parlement, enkele lidstaten, ondernemers, handelaars en importeurs, Europese brancheorganisaties, vakverenigingen en vertegenwoordigers van plaatselijke organisaties uit de textiel- en kledingsector. De groep heeft tot taak gekregen aanbevelingen te formuleren om de concurrentiepositie en de aanpassing van de bedrijfstak aan de nieuwe uitdagingen te verbeteren.

2. Highlights the importance of the EU-China High-Level Economic and Trade Dialogue; calls for the EU and China to meet twice each year to strengthen their bilateral relationship through dialogue and achieve concrete results in the areas of, inter alia, investments, provision of services, intellectual property rights, public procurement, product safety, compliance with rules on trademarks, access to raw materials standards and tariff barriers as well as non-tariff barriers; calls on the Commission to further emphasise the problems European businesses experience in China in relation to bureaucratic red tape, human resource issues and market access;
2. benadrukt het belang van de economische en handelsdialoog op hoog niveau tussen de EU en China; verzoekt de EU en China twee keer per jaar bijeen te komen om hun bilaterale betrekkingen te versterken door middel van dialoog en om concrete resultaten te behalen op het gebied van o.a. investeringen, dienstverlening, intellectuele-eigendomsrechten, openbare aanbestedingen, productveiligheid, naleving van de regels inzake handelsmerken, toegang tot grondstoffen, normen alsmede tarifaire en niet-tarifaire belemmeringen; roept de Commissie ertoe op nog meer de nadruk te leggen op de problemen die Europese bedrijven in China ondervinden in termen van bureaucratische rompslomp, personeelsproblematiek en markttoegang;

5. Stresses that the structured regulatory dialogues established between the EU and some of its partners, such as the Transatlantic Legislators’ Dialogue, the Transatlantic Business Dialogue and the Transatlantic Economic Council with the US, the High-Level Economic and Trade Dialogue with China or the High-Level Group with Japan, should produce practical results as regards the mutual recognition, convergence and development of rules and standards and that such dialogues should be established with other trading partners;
5. wenst dat de gestructureerde dialogen over regelgeving die tussen de EU en een aantal van haar partners zijn ingevoerd, zoals de Trans-Atlantische Wetgeversdialoog, de Trans-Atlantische ondernemersdialoog en de Trans-Atlantische Economische Raad met de VS, de economische en de handelsdialoog op hoog niveau met China en de groep op hoog niveau met Japan, tot concrete resultaten leiden op het stuk van wederzijdse erkenning, convergentie en ontwikkeling van regels en normen, en dat dergelijke dialogen ook met andere handelspartners op gang worden gebracht;

63. Welcomes the establishment of the High Level Economic and Trade Dialogue Mechanism (HLM) as a forum for further developing EU-China relations at a strategic level and considers that an important element of this process is that the HLM results in the satisfactory resolution of trade irritants; calls on the Commission to put more ambition into the HLM by appointing one of its Vice -Presidents of the newly established European Commission in 2009 as the coordinating Commissioner, leading the HLM- delegation of the EC;
63. is verheugd over de totstandbrenging van het High Level Economic and Trade Dialogue Mechanism (HLM) als een forum voor het verder ontwikkelen van de EU-Chinese betrekkingen op een strategisch niveau, en acht een bevredigende oplossing van handelsgeschillen via het HLM een belangrijk onderdeel van dit proces; verzoekt de Commissie om meer ambitie in het HLM te leggen door een van haar vicevoorzitters van de nieuw samengestelde Europese Commissie in 2009 aan te stellen als de coördinerende commissaris, die de HLM-delegatie van de Commissie leidt;

Given the major scale and urgency of the problem, it is necessary to support the fight against illegal logging and related trade actively, to complement and strengthen the FLEGT VPA initiative and to improve synergies between policies aimed at the conservation of forests and the achievement of a high level of environmental protection, including combating climate change and biodiversity loss.
Gezien de grote schaal en de urgentie van het probleem, moet de bestrijding van de illegale houtkap en de daarmee samenhangende handel actief worden gesteund, moet het FLEGT VPA-initiatief worden aangevuld en versterkt, en moet een grotere synergie tot stand worden gebracht tussen beleid dat erop gericht is de bossen in stand te houden en beleid dat streeft naar een hoog niveau van milieubescherming, onder meer door de klimaatverandering en het verlies aan biodiversiteit te bestrijden.
