IN-CONTEXT TRANSLATIONS

The work of the High-Level Working Group on Asylum and Migration (HLWG), created by the GAC in December 1998, is a first attempt to develop an external policy of the EU on asylum and migration which makes use of the different measures offered by the Treaty: foreign policy, development and economic assistance, migration and asylum, the fight against discrimination based among others on sex and the fight against illegal migration.
Het werk van de in december 1998 door de Raad Algemene Zaken opgerichte werkgroep op hoog niveau voor asiel en migratie is een eerste poging om op EU-niveau een asiel- en migratiebeleid te ontwikkelen dat gebruik maakt van de verschillende, door het Verdrag geboden mogelijkheden: buitenlands beleid, ontwikkeling en economische bijstand, migratie en asiel, bestrijding van discriminatie op grond van geslacht en bestrijding van illegale migratie.

Given the importance of migration issues and implementation of the asylum and migration Action Plan for Morocco, the High Level Working Group on Asylum and Migration called for a forum for the exchange of views on such issues to be set up rapidly and for the working party referred to in Article 73 to be used for that purpose.

In a first effort to develop a comprehensive policy on migration and asylum, the Council created the High Level Working Group on asylum and migration (HLWG) in December 1998.

The Council took note of the final report (see below), and the Action Plans which are attached to it, drawn up by the High Level Working Group on Asylum and Migration in order to tackle the root causes of flight or migration in important source countries and regions (Afghanistan and neighbouring region, Iraq, Morocco, Somalia, Sri Lanka, Albania and neighbouring region).

Building upon lessons learned from the implementation of the action plans prepared by the High Level Working Group on Immigration and Asylum and adopted by the Council, and to complement national actions carried out within the framework of the European guidelines on immigration, the Commission will propose a new programme to that end.

1. A High Level Working Group on Asylum and Migration comprising high level officials of each Member of the Council and of the Commission is established for the above purpose taking account of point 2 (tasks proposed by the Netherlands delegation, see Annex), of the above mentioned note.
