The Directive lays down important targets for the recycling of waste for the year 2020: 50% for household waste recycling and 70% for construction and demolition waste.

When looking at the various waste streams, it appears that in the current situation for categories like agricultural waste, industrial waste and non-packaging household waste, chemical recycling, although technically feasible, will have problems to compete in the absence of legal or other steering instruments.
