The promotion of regional co-operation is a general priority for both the Stabilisation and Association Process and the Stability Pact.

The EC strategy paper also constitutes a basic blueprint for the work of the Infrastructure Steering Group for South-East Europe (ISG), created in 2001, whose members are the European Commission, the EIB, the EBRD, the World Bank, the Council of Europe Development Bank and the Office of the Special Co-ordinator of the Stability Pact.

Consultations on the strategy paper had been held during spring 2001 with EU Member States (CARDS Committee), international financial institutions, the targeted countries - the countries which are part of the Stabilisation and Association Process (Albania, Bosnia and Herzegovina, Croatia, Republic of Macedonia, F.R. Yugoslavia) - and the Stability Pact Working Table II (May 2001).

– gezien de aanbevelingen over de "vernieuwing van het stabilisatie- en associatieproces voor Zuidoost-Europa en de toetredingsperspectieven" welke zijn aangenomen op de 4de parlementaire conferentie van de landen van het Stabiliteitspact, die door het Europees Parlement in Brussel is georganiseerd in het kader van het voorzitterschap van de Trojka voor parlementaire samenwerking uit hoofde van het Stabiliteitspact voor Zuidoost-Europa,
