The continuing tensions between India and Pakistan (and the imperative need to encourage progress towards nuclear disarmament, and the peaceful resolution of the Kashmir issue), as well as the threat to regional stability posed by terrorism, religious fundamentalism and ethnic conflict (notably for Afghanistan and Sri Lanka), illustrate the importance of political and security issues in the Sub-Continent.

Stresses that India, Pakistan and China (to which Pakistan ceded the Trans-Karakoram Tract in 1963) are important EU partners, the first enjoying strategic partnership status; believes that a resolution of the continuing conflict along the LoC can best be achieved jointly by a constant engagement between the governments of India and Pakistan, involving the peoples of all parts of the former princely state; nevertheless thinks that the EU may have something to offer based on past experience of successful conflict resolution in a multi-ethnic, multinational, multi-faith context; therefore offers the present resolution and any meetings that may come out of it as part of a shared experience from which the EU can also learn; reiterates the importance of continued EU support to both India and Pakistan as they implement the 2004 peace process;

The objective of this Common Position is to contribute to nuclear and ballistic missile non-proliferation in South Asia and to confidence-building and avoidance of conflict in the aftermath of the nuclear weapons tests conducted by India and Pakistan in May 1998.
Met dit gemeenschappelijk standpunt wordt beoogd een bijdrage te leveren aan de non-proliferatie van nucleaire en ballistische raketten in Zuid-Azië en aan het scheppen van vertrouwen en de preventie van conflicten na de kernwapenproeven van India en Pakistan in mei 1998.

This will include the following actions: - an active Union contribution in the course of bilateral encounters with India and Pakistan as well as in various international fora in this regard; - the promotion of, and financial and conceptual contributions to, various seminars and other initiatives focusing on enhancement of confidence-building and nuclear and missile technology non-proliferation objectives regarding the South Asian region and the wider Asian context; - technical assistance to both countries regarding the implementation and administration of export control regulations; - an active link with European think tanks, in order to promote a better mutual understanding of views on non-proliferation and a political approach to conflict resolution.
Dit houdt in: - een actieve bijdrage van de Unie tijdens bilaterale ontmoetingen met India en Pakistan en in de verschillende internationale fora; - bevordering van, alsmede financiële en conceptuele bijdragen aan, verschillende studiebijeenkomsten en andere initiatieven met de nadruk op de versterking van vertrouwenscheppende maatregelen en op de doelstellingen op het gebied van non-proliferatie van nucleaire en rakettechnologie in de Zuid-Aziatische regio en in de ruimere Aziatische context; - technische bijstand voor de uitvoering en het beheer van exportcontroleregelingen voor beide landen; - actieve contacten met Europese denktanks om te komen tot een beter wederzijds begrip van de opvattingen omtrent non-proliferatie en een politieke aanpak van het oplossen van conflicten.
