Downstream from the research and demonstration stages, the EU will stimulate environmentally friendly innovation by creating the conditions to bring mature new technologies to the market through standard setting and regulation (e.g. successive EURO norms for road vehicles, improved tyres), promotion of clean vehicles on the basis of public procurement (e.g. of buses), fiscal instruments [26] (e.g. unleaded petrol) and state aids, agreed targets (e.g. the 5.75% biofuels target for 2010, the voluntary agreement with the automotive industry to lower CO2 emissions to 140g/km by 2008 and to 120 g/km by 2012 in line with the EU strategy on CO2 emissions), or international greenhouse gas emissions reduction targets), user awareness (e.g. energy labelling; consumer and user behaviour campaigns), and coordinated action in other policy areas to release synergies (e.g. agro-industrial policy on biofuels), stimulation of investment in distribution infrastructure for alternative fuels.

Due to the close link between fuel efficiency and CO2 emissions, much of this potential can be realised through new measures, including legislation, to ensure that the necessary CO2 reductions are delivered. Should it become clear that the voluntary commitments of the car industry to reach 140 g CO2/km by 2008/2009 will not be honoured, the Commission will not hesitate to propose legislation.

Moreover, constant growth in the transport sector has not yet permitted the stabilisation of greenhouse gas emissions, despite considerable efforts undertaken by the industry, Biofuels are an expensive way of reducing greenhouse gas emissions, but within transport they are one of only two measures that have a reasonable chance of doing so on a significant scale in the near future (the other being the carmakers’ agreement to reduce CO2 emissions from new cars – see section 4.2).

With a strong growth in electricity and heat demand CO2 emissions from power generation are projected to increase after 2010, while in the case of industry emissions are expected to decrease by 12% over the same period.

7. Calls for energy-intensive industries to continue their efforts to optimise recycling arrangements and cut CO2 emissions with a view to ensuring future industrial competitiveness and meeting the EU’s established binding reduction targets; stresses, in this connection, that industrial competitiveness, resource efficiency and emissions cuts are becoming complementary objectives since, if European production becomes carbon-virtuous, preservation of its share of the European and world markets is an effective means of contributing to an overall reduction in greenhouse gas emissions of industrial origin; adds that the same applies to the production of imported goods which meet the equivalent energy efficiency and emissions standards as to that of goods produced in the EU; stresses that undertakings in third countries that form part of the value chain must also act in line with the EU’s climate and energy targets and take account of progress on energy efficiency in particular;

Considers that a multilateral climate agreement would be the best instrument for reducing the negative impacts of CO2 on the environment, but that there is a risk that such an agreement will not be concluded in the near future; takes the view, therefore, that the EU should continue to look into the possibility of putting in place, for those industries that are actually exposed to carbon leakage, appropriate environmental instruments in addition to the auctioning of CO2 quotas under the EU's emissions trading scheme, in particular a ‘carbon inclusion mechanism’ that complies with WTO rules, as such a mechanism would make it possible to combat the risk of CO2 emissions being transferred to third countries;

Turning first of all to emission quotas, it is disturbing to note, as has been said over and over again, that industrial CO2 emissions were up by 1% in 2007, last year, when the European Union at the spring summit had set itself the ambitious target of a 20% reduction in greenhouse gases by 2020.

The Commission has translated these objectives into five major draft regulations: the ETS Directive or CO2 emissions trading scheme for industry and energy providers, which aims for a 21% reduction in industrial emissions by 2020; the Effort Sharing Directive, which aims to cut greenhouse gas emissions by 10% in non-ETS sectors such as construction, transport and agriculture by 2020; the directive on renewable energy sources, whose aim is to increase the share of these energy sources from a little over 8% in 2006 to 20%, with a 10% reduction in the transport sector; the directive on carbon capture and storage, which aims to set out the conditions for storing carbon; and, lastly, the legislation on CO2 emissions from motor vehicles, which seeks to bring CO2 emissions down from 160 to 120 grams, between 2006 and 2008.

22. Underlines that developments within the transport sector are critical as it contributes to roughly 30% of the Community's CO2 equivalent emission, in which approximately 85% is the share of road transport; underlines that rail transport is much more energy efficient than road transport; regrets the fact that the automobile industry is unlikely to meet the target of 140 gm/km within the time-limit laid down under the current voluntary agreement; therefore calls for a policy of strong measures to reduce emissions from transport, including mandatory limits for CO2 emissions from new vehicles in the order of 80-100 gm/km for new vehicles in the medium term to be achieved through emission trading between car manufacturers, and other measures such as EU-wide speed limits, traffic charges and tax incentives, together with a boost in rail and public transport in general; further urges the Commission to devise innovative ways of making apparent the CO2 emissions caused by transport and to put forward proposals designed to stabilise or reduce traffic volumes in the EU between now and 2010;
