1999-2002 – Ministerie van Landbouw en Voedselvoorziening van Bulgarije – Coördinator internationale financiële instellingen – bevoegd voor de betrekkingen tussen het Ministerie en de Wereldbank, het Internationaal Monetair Fonds, EBWO: coördinatie en uitvoering van belangrijke projecten in verband met de aanpassingsleningen voor de landbouw ASAL I en ASAL II (Agriculture Sector Adjustment Loan), Country Assistance Strategy, uitvoeringsverslagen voor het Ministerie van Landbouw in het kader van de controle van de Wereldbank op de aanpassingsleningen, uitwerken en onderhandelen van internationale overeenkomsten ter bevordering van de handel tussen Bulgarije en betrokken landen op het gebied van diergeneesmiddelen en fytosanitaire controle.

As part of the monitoring procedures of the World Bank on adjustment loans, and following the principles of sound financial management, I prepared the relevant part of Implementation Completion Reports (ICR) on behalf of MAF which evaluated the effectiveness of the projects, their sustainability and the compliance with the legal and regulatory frameworks, as well as the policies of the World Bank. This procedure for which I was primary responsible at MAF was considered as an internal compliance and performance audit for the project.
In het kader van de controle van de Wereldbank op de aanpassingsleningen was ik tevens bevoegd voor de opstelling van het desbetreffende deel van de voortgangsverslagen (Implementation Completion Reports) voor het Ministerie van Landbouw, waarin een evaluatie werd verricht van de doeltreffendheid en duurzaamheid van de projecten, alsook de overeenstemming met het wettelijk en regelgevingskader en het beleid van de Wereldbank. Deze procedure, waarvoor ik bij het Ministerie van Landbouw de hoofdverantwoordelijkheid droeg, werd beschouwd als een interne nalevings- en doelmatigheidscontrole van het project.
