14. Calls on the Ukrainian authorities to adopt a firm stance against extremist and radical organisations or groups that call for or commit violations against human rights; reiterates its call for an independent investigation of human rights violations since the end of November 2013, and welcomes the appointment of a third party to the International Advisory Panel of the Council of Europe and the holding of its first meeting on 9 April 2014; believes that ensuring peace and mutual understanding and respect within Ukrainian society is crucial for the stability of the country and for its finding a way forward;

4. EBA shall develop draft regulatory technical standards setting technical requirements regarding access to the information contained in the public registers referred to in Article 13 at the Union level after consulting the advisory panel referred to in Article 5(3a) .

European standardisation is governed by a specific legal framework consisting of three different legal acts, namely Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on Information Society services , Decision No 1673/2006/EC of the European Parliament and of the Council of 24 October 2006 on the financing of European standardisation and Council Decision 87/95/EEC of 22 December 1986 on standardisation in the field of information technology and telecommunications .
