Urges Member States to upgrade to second-generation Points of Single Contact that are fully functional, multilingual and user-friendly e-government portals; stresses the importance of taking a service-provider approach covering the entire business cycle; believes that e-procedures will enhance simplification, reduce compliance costs and increase legal certainty; calls on Member States to ensure full interoperability of their PSCs and make them known across borders, informing European citizens and businesses about their rights and opportunities deriving from the Services Directive; calls, furthermore, on the Commission to set out clear benchmarking criteria for the evaluation of PSCs, including data on their usage levels, and to regularly report to Parliament on progress made;

Categories of data to be excluded are notably those which can be regarded as sensitive data — and which are protected by Article 8 of Directive 95/46/EC, SSR/SSI data (Special Service Request/Information), OSI (Other Service-Related Information) data, open or free-text fields (such as the ‘General Remarks’ where data of a sensitive nature can appear), and the information concerning frequent-flyers and ‘behavioural data’.

Requests for information from the competent authorities of one Member State to another and the replies thereto shall be based on the multilingual questions and the data fields defined for the purposes of IMI and drawn up by the Commission in cooperation with the Member States.

(17) The definition of information society services already exists in Community law in Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on information society services(21) and in Directive 98/84/EC of the European Parliament and of the Council of 20 November 1998 on the legal protection of services based on, or consisting of, conditional access(22); this definition covers any service normally provided for remuneration, at a distance, by means of electronic equipment for the processing (including digital compression) and storage of data, and at the individual request of a recipient of a service; those services referred to in the indicative list in Annex V to Directive 98/34/EC which do not imply data processing and storage are not covered by this definition.

Onder die definitie vallen alle diensten die normaal, tegen vergoeding, op afstand, via elektronische apparatuur voor de verwerking (met inbegrip van digitale compressie) en de opslag van gegevens, op individueel verzoek van een afnemer van diensten verricht worden.
