Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Set up multi-stakeholder partnerships in order to - Improve the identification of labour-market mismatches between demand and supply of ICT-related job profiles - mobilise organisations and networks offering design, provision and certification of ICT skills training initiatives, with special focus on employability and certification of informal competences; - support awareness raising campaigns (European e-Skills Week[56], Get Online week), and promote ICT careers in order to attract and involve young people and underrepresented profiles such as women, mid-career workers and vulnerable groups; 2. Strengthen the European e-skills framework - by creating by 2013 a specialised section focusing on ICT careers on the European Skills Panorama website; - by further elaborating in 2012 the European e-Competences framework developed by CEN[57] to provide by 2013 descriptors of digital competences and a self-assessment tool for all learners which will be integrated in the forthcoming European Skills Passport; - by developing in 2013 European guidelines for e-learning based on business needs and best practices including industry-led initiatives; - by promoting short-cycle qualifications, both in higher education or vocational education and training, to provide focused and applied e-skills; 3. Support an increase in highly qualified ICT labour force - by developing during 2012 quality labels for ICT industry-based training and certifications compatible with the European quality assurance reference framework for vocational education and training (EQAVET); and developing in 2013 a pilot providing an interactive landscape of the ICT industry certifications and an online self-assessment test for ICT practitioners; - by promoting synergies between actions in the fields of ICT skills, entrepreneurship and cloud computing in the context of the forthcoming EU action plan on cloud computing; - further develop the EU initiative on e-leadership launched in ...

(30) The sending of unsolicited commercial communications by electronic mail may be undesirable for consumers and information society service providers and may disrupt the smooth functioning of interactive networks; the question of consent by recipient of certain forms of unsolicited commercial communications is not addressed by this Directive, but has already been addressed, in particular, by Directive 97/7/EC and by Directive 97/66/EC; in Member States which authorise unsolicited commercial communications by electronic mail, the setting up of appropriate industry filtering initiatives should be encouraged and facilitated; in addition it is necessary that in any event unsolicited commercial communities are clearly identifiable as such in order to improve transparency and to facilitate the functioning of such industry initiatives; unsolicited commercial communications by electronic mail should not result in additional communication costs for the recipient.
(30) De toezending van ongevraagde commerciële communicatie via elektronische post kan voor consumenten en verleners van diensten van de informatiemaatschappij niet gewenst zijn en kan de soepele functionering van interactieve netwerken ontregelen. Het probleem van de instemming van ontvangers van sommige soorten van ongevraagde commerciële communicatie wordt niet behandeld in deze richtlijn, maar is reeds behandeld in Richtlijn 97/7/EG en Richtlijn 97/66/EG. In lidstaten die ongevraagde commerciële communicatie via elektronische post toestaan, moeten initiatieven van de bedrijfstak om goede filters aan te brengen, worden aangemoedigd en vergemakkelijkt. Ongevraagde commerciële communicatie moet in ieder geval duidelijk als zodanig kunnen worden geïdentificeerd om de doorzichtigheid te verbeteren en de functionering van dergelijke initiatieven van de bedrijfstak te vergemakkelijken.
