J. whereas lessons must be learned from the European Union's past failures in re-shaping its external action while enshrining human rights and democracy at the heart of its policies and promoting transition in countries with authoritarian regimes and de facto support for those regimes, in particular where stability and security concerns have compromised a principled policy of promoting democracy and human rights; whereas these failures have shown the need to redefine current EU instruments on the matter and establish new tools, such as the European Endowment for Democracy – an expert, proactive, lightly structured and thus cost-, decision- and response-effective tool at arm's length from the EU, capable of utilising in-depth knowledge and insights on the local situation in the countries of impact, through direct cooperation with local partners and twinnings between European and local partners, and also utilising, directly or through re-granting, resources from the EU, Member States and other sources to support civil society capacity for democratic opposition and political actors striving for democratic change in non-democratic countries and countries in transition, in a mutually safe and, where necessary, deniable manner;
J. overwegende dat er lering moet worden getrokken uit de fouten die de Europese Unie in het verleden heeft begaan bij het opnieuw vormgeven van haar externe optreden op basis van een beleid waarin mensenrechten en democratie centraal staan en bij het bevorderen van democratisering in landen met een autoritair regime en feitelijke steunbetuiging aan deze regimes, in het bijzonder in de gevallen waar problemen met stabiliteit en veiligheid een beleid gestoeld op beginselen ter bevordering van democratie en mensenrechten in het gedrang hebben gebracht; overwegende dat deze fouten hebben aangetoond dat de bestaande EU-instrumenten op dit vlak moeten worden geherdefinieerd en dat er nieuwe instrumenten in het leven moeten worden geroepen, zoals het Europees Fonds voor Democratie - een deskundig, proactief, licht en zodoende kosteneffectief instrument binnen handbereik van de EU dat tot efficiënte beslissingen en reacties leidt, en dat door rechtstreekse samenwerking met lokale partners en jumelages tussen Europese en lokale partners in staat is grondige kennis van en inzichten in de lokale situatie in de betreffende landen aan te wenden, en door rechtstreeks of door indirecte toekenning gebruik te maken van de middelen van de EU, de lidstaten en uit andere bronnen om de capaciteit van de civiele samenleving voor democratische oppositie en politieke actoren die streven naar democratische veranderingen in niet-democratische landen en landen in een overgangssituatie op een voor alle partijen veilige, en zo nodig omkeerbare wijze te ondersteunen;

Notes that, in order to maximise coherence and effectiveness, a strategic approach is needed to combining different geographic and thematic instruments to protect and promote human rights, based on a solid analysis of the local context, eliminating current and avoiding future double standards; welcomes, in this respect, the commitment given in the 12 December 2011 Joint Communication on Human Rights and Democracy at the Heart of EU External Action: Towards a More Effective Approach to take the human rights country strategies into account in the programming and implementing cycles of the EU's assistance, and invites the VP/HR to draw up a more detailed methodology to implement this commitment;
71. merkt op dat voor een optimale coherentie en doeltreffendheid een strategische benadering vereist is die verschillende geografische en thematische instrumenten combineert voor de bescherming en bevordering van mensenrechten, en die gebaseerd is op een grondige analyse van de plaatselijke context zodat er nu noch in de toekomst nog dubbele maatstaven mogen worden gehanteerd; is in dat opzicht verheugd over de belofte die werd gedaan in de gezamenlijke mededeling van 12 december 2011 „Een centrale plaats voor mensenrechten en democratie in het externe optreden van de EU voor een meer doeltreffende aanpak” om de landenstrategieën voor mensenrechten in aanmerking te nemen in de programmerings- en uitvoeringscycli van de EU-steun, en verzoekt de hoge vertegenwoordiger/vicevoorzitter om een meer gedetailleerde methodiek uit te werken om deze toezegging waar te maken;

68. “In my opinion I have highlighted the importance of an EU-wide cohesion policy, both in terms of the benefits it provides in supporting flexible and targeted actions on the ground, and also the governance structures, which place local and regional partnerships at the heart of delivering the funds.

The key characteristic of the Forum which gives its contribution to Commission thinking such potential high added value, is its composition: made of up eminent representatives from the industrial/production sectors, the business world, regional and local authorities, professional associations, trade unions, and environment and consumer organizations, appointed on an individual basis the Forum embodies the principle of shared responsibility that lies at the heart of the Fifth Action Programme.
