Calls on the Commission to publish its report ‘Building a Sustainable European Food System’, which has already been approved by three former Commissioners, and to come forward with an action plan that takes account of the conclusions of this report; advocates in this regard a shift away from intensive livestock farming towards a fair, sustainable and plant-based form of protein production in agriculture in the EU, and that the Commission supports and promotes local markets and the consumption of local, seasonal and organic products; further requests a review and stimulus of the ecological horticultural sector across the Member States in order to ensure minimal food miles for nutritious food;

Commends the internal political and institutional reforms undertaken by Armenia following the constitutional reform and in the context of implementation of the ENP Action Plan; encourages the Armenian authorities to continue on this path and to make further progress in strengthening democratic structures, the rule of law and protection of human rights; calls, in particular, for further efforts to be made in establishing an independent judiciary, in promoting reforms in the police, the civil service and local government, in fighting corruption and in creating a vibrant civil society; notes the statement of the International Election Observation Mission that the parliamentary elections held in May 2007 were largely in accordance with international commitments; trusts that the Armenian authorities will work closely with the Organization for Security and Co-operation in Europe (OSCE) and the Council of Europe to address remaining issues in order to further improve the standards already attained and fully to guarantee the free and fair conduct of the presidential elections to be held on 19 February 2008; encourages, generally, the establishment of a constructive dialogue between the government and the opposition with a view to strengthening pluralism as the core element of democracy; further calls on the Armenian authorities to investigate allegations of violence and ill-treatment in police custody and penitentiary institutions and corruption and breaches of freedom of expression,

IV. INVITES THE COMMISSION AND THE MEMBER STATES to: 1. improve the contribution of Community programmes and measures to the maintenance and creation of jobs by SMEs and craft enterprises; 2. consult one another and, where necessary, coordinate their action in favour of SMEs, in particular in the framework of concerted action initiated under the Integrated Programme in favour of SMEs and the craft sector, in order to promote the exchange of experience and good practices, including in the sphere of local initiatives; 3. ensure that organizations representing SMEs and the craft sector at European and national level are consulted when policies concerning them are framed, implemented and monitored; 4. coordinate the various Community, national and local information networks more effectively, by recognizing, inter alia, the role of Euro-Info- Centres in providing enterprises, in particular SMEs, with Community information; 5. facilitate access to measures in favour of SMEs and the craft sector, in particular by keeping SMEs and craft enterprises apprised of the opportunities offered by Community, national or regional programmes and by simplifying the relevant procedures in order to facilitate their participation; 6. improve the operation of the internal market in order to enable small and medium-sized enterprises and craft enterprises to exploit all the opportunities offered by it, including in the public contracts sector, and to overcome any obstacles to internal trade; 7. encourage, where appropriate, the establishment of mutual guarantee arrangements among SMEs on a commercial basis.
IV. VERZOEKT DE COMMISSIE EN DE LID-STATEN : 1. verbetering te brengen in de bijdrage van communautaire programma's en acties aan het behoud en het scheppen van werkgelegenheid door het MKB en de ambachtelijke sector, 2. elkaar te raadplegen en waar nodig hun maatregelen ten behoeve van het MKB te coördineren, met name in het kader van de gecoördineerde acties die zijn opgezet bij het Geïntegreerd Programma ten behoeve van het MKB en de ambachtelijke sector, die tot doel hebben de uitwisseling van ervaringen en goede praktijken te bevorderen, ook in lokale initiatieven, 3. erop toe te zien dat de organisaties die het MKB en de ambachtelijke sector op Europees en nationaal niveau vertegenwoordigen, worden geraadpleegd bij de voorbereiding van beleidsmaatregelen die hen aangaan, alsmede bij de tenuitvoerlegging en de follow-up ervan, 4. de verschillende communautaire, nationale en lokale informatienetwerken beter op elkaar af te stemmen door erkenning van onder andere de rol die de Euro-Info-Centres vervullen voor de communautaire voorlichting aan ondernemingen, in het bijzonder aan het MKB, 5. de toegang tot maatregelen ten behoeve van het MKB en de ambachtelijke sector te vergemakkelijken, vooral door het MKB en de ambachtelijke bedrijven voor te lichten over de mogelijkheden die worden geboden door de communautaire, nationale of regionale programma's, door de desbetreffende procedures te vereenvoudigen om deelneming voor hen makkelijker te maken, 6. de werking van de interne markt te verbeteren opdat het MKB en de ambachtelijke sector de mogelijkheden ervan ten volle kunnen benutten, ook op het gebied van overheidsopdrachten, en de eventuele belemmeringen van de interne handel uit de weg te ruimen, 7. het vormen van onderlinge-waarborgfondsen op commerciële basis bij het MKB aan te moedigen.
