Specific measures shall be developed to involve the public sector as an agent for innovation and change, at national and Union level, in particular through policy support and cross-border innovation measures at the widest geographical level enabling the smart use of ICT in and by public administrations for seamless delivery of public services for citizens and businesses.

Points out that development and innovation measures also extend to non-technological organisational and service-related innovation; welcomes the fact that the Competitiveness Council of 5 December 2006 decided to draw up a policy guideline on service-related and non-technological innovation; calls on the Commission to involve the organisations representing the enterprises concerned in this process; invites regional authorities to introduce measures to support non-technological innovation;

Points out to the Commission that managing innovative measures and disseminating the results must also be innovative in character; welcomes in this context the fact that the Commission has recently set up a special unit to manage innovative measures and expects this unit to be adequately staffed;

Points out in this connection that innovative measures in the ESF sector are continuing to follow a project-oriented approach, unlike the proposal for ERDF measures; hence considers that the Guidelines do not take sufficient account of the need for coordination between innovative measures financed under the ESF and those under the ERDF;
11. wijst er in dit verband op dat de innovatieve maatregelen in de ESF-sector in tegenstelling tot het voorstel voor de EFRO-maatregelen een projectgerichte aanpak blijven volgen; is van oordeel dat derhalve in de richtsnoeren onvoldoende rekening is gehouden met de noodzaak tot afstemming op elkaar van de in ESF- en EFRO-kader gefinancierde innovatieve maatregelen;

The innovative measures form part of regional programmes of innovative measures whose strategy is determined, in line with the regional partnership principle, by a steering committee.
