AD. whereas the Commission, with a view to helping workers and undertakings prepare for change more effectively, has conducted detailed research and studies into the phenomenon of restructuring itself and the supervision of sectors of the economy, including a series of studies of the way employment will change between now and 2020 ; whereas this prospective analysis has been carried out in conjunction with independent researchers, the social partners and the other Union institutions, such as the European Parliament, and Union agencies and bodies, such as the European Monitoring Centre for Change of the European Foundation for the Improvement of Living and Working Conditions and the European Centre for the Development of Professional Training;
AD. overwegende dat de Commissie, met het oog op het bijstaan van werknemers en ondernemingen bij een doeltreffender voorbereiding op veranderingen, diepgaande onderzoeken en studies heeft uitgevoerd naar het fenomeen van herstructurering zelf en naar het toezicht van economische sectoren, met inbegrip van een aantal studies naar de manier waarop de werkgelegenheid zal veranderen tussen nu en 2020 ; overwegende dat deze verkennende analyse is uitgevoerd in samenwerking met onafhankelijke onderzoekers, de sociale partners en de andere instellingen van de Unie, waaronder het Europees Parlement, en agentschappen en organen van de Unie, zoals het Europees Waarnemingscentrum voor het veranderingsproces van de Europese Stichting tot verbetering van de levens- en arbeidsomstandigheden en het Europees Centrum voor de ontwikkeling van de beroepsopleiding;

Socio-economic research and science and society studies along with the development of new concepts and institutional innovations is needed to ensure cohesion of rural areas and prevent economic and social marginalisation, foster diversification of economic activities (including the service sector), ensure appropriate relations between rural and urban areas, as well as facilitate knowledge exchange, demonstration, innovation and dissemination and foster participatory resource management.
Naast de ontwikkeling van nieuwe concepten en institutionele innovaties zijn sociaaleconomisch onderzoek en studies van de wetenschap en de samenleving nodig om de cohesie van de plattelandsgebieden te waarborgen en de economische en sociale marginalisering van die gebieden te voorkomen, de diversificatie van economische activiteiten (ook in de dienstensector) te bevorderen, voor voldoende betrekkingen tussen landelijke en stedelijke gebieden te zorgen en de uitwisseling van kennis, demonstratie, innovatie en verspreiding te vergemakkelijken en een gemeenschappelijk beheer van hulpbronnen te stimuleren.

Stresses that people with mental disabilities and intellectual impairments are particularly exposed to the risk of abuse and violence; calls on the Member States to establish a developed control mechanism to provide social services and legal protection for victims and to guarantee respect for the human rights and freedoms of people in residential institutions, with special regard to women and children with disabilities; calls on the European Institute for Gender Equality to carry out studies on the situation of girls and women with disabilities in relation to violence; stresses the need for measures and actions to fight the double discrimination of women and promote full equality of rights and opportunities; calls on the European Commission and the Member States to take active and effective steps to support and promote the transition from institutional to community-based care, making efficient use of possibilities of EU funding such as PROGRESS for measures to heighten public awareness of the situation of people with disabilities resident in institutions; calls on the Member States to guarantee priority access to social housing for women with disabilities who fall victim to violence, grants for adapting the home environment, home support and public services attending to cases of gender violence;

The importance of co-operation between the authorities in charge of training and/or employment, institutes/schools/universities and has been underlined by the social partners contributing to the identification and anticipation of competences and qualifications needs, with reports and studies having been conducted in several countries.

Action 7. The Commission will study policies, good practices and regulations concerning social cooperative enterprises in Europe and will report to the Community Institutions.

For example: a research study on the identification of indicators of child vulnerability in order to make preventive intervention by educators, teachers, and parents more prompt and effective; research and transnational data collection producing a pilot study examining the problems of deliberate self-harm among young people in Europe; exposing the situation of unaccompanied migrant minors in the EU and focusing on asylum seeking or migrant children from three Member States; Muslim girls' negotiation between parents and social professionals; how to integrate different social services; how confidentiality is perceived and interpreted in cases of sexual abuse; the reviewing and refining of the first draft of an international manual for staff of residential institutions to combat sexual abuse of young people; . an analysis of the prosecution of reported rape cases across Europe to identify key problem areas and a plan of action; a structural plan for a lesbian anti-violence programme at EU level; compilation of statistical data on sexual harassment in the workplace.

43. Agrees with the Economic and Social Committee that the legitimacy of the Members of the institution derives primarily from their own expertise; recalls that it is the role of the Economic and Social Committee to represent the various forces within organised civil society; believes that the Committee will not fulfil its remit as a link between Europe and organised civil society by increasing its dependency on external expertise; has decided, therefore, to reduce appropriations against Article 260 ("Studies, surveys and consultations of a limited nature”) to EUR 575 000; insists, however, that these appropriations should not be used exclusively for external experts at the expense of external studies and that remaining funds for external experts should be distributed proportionately between the various civil society groupings;
