TRADUCTIONS EN CONTEXTE

14. Welcomes the adoption of the National Anti-Corruption Strategy and the Action Plan for 2013-2018 and underlines that continuous work is needed for their meaningful implementation, as part of EU conditionality, without which accession will not succeed; stresses the importance of adequate funding for the proper implementation of the strategy; emphasises that political will is crucial for establishing a solid track record of investigation and conviction in high-profile corruption cases, including the 24 privatisation cases singled out by the Anti-Corruption Council; welcomes, in this connection, the first results and final convictions in the fight against corruption; underlines at the same time the need to build institutional capacity, to reinforce the rule of law and to strengthen inter-agency cooperation, particularly in the judiciary and prosecutorial organs, to deal with complex cases of systemic corruption and financial investigations; considers that the legal competence and resources of the Anti-Corruption Agency should be strengthened; underlines that the funding of all political parties needs to be transparent and in line with EU standards; calls on the authorities to adopt the Law on Whistleblowers and ensure its immediate and smooth implementation as a necessary part of the Anti-Corruption Strategy;
14. is verheugd over de goedkeuring van de nationale strategie voor corruptiebestrijding en het actieplan 2013-2018 en onderstreept dat er permanent moet worden gewerkt aan een betekenisvolle uitvoering daarvan in het kader van de door de EU gestelde en voor het welslagen van de toetreding essentiële voorwaarden; wijst op het belang van passende financiering voor de correcte tenuitvoerlegging van de strategie; beklemtoont dat de politieke wil van cruciaal belang is om een goede staat van dienst op te bouwen op het gebied van onderzoek en veroordeling in prominente corruptiezaken, waaronder de 24 privatiseringszaken waarover de Raad voor corruptiebestrijding zich buigt; is in dat verband ingenomen met de eerste resultaten en de uiteindelijke veroordelingen in de strijd tegen corruptie; wijst er tegelijk op dat het nodig is institutionele capaciteit op te bouwen, de rechtsstaat te versterken en de samenwerking tussen instanties te intensiveren, met name bij de gerechtelijke en met de rechtsvervolging belaste organen, om complexe gevallen van systemische corruptie te kunnen behandelen en financieel onderzoek te kunnen uitvoeren; is van mening dat de rechtsbevoegdheid en de middelen van het Bureau voor corruptiebestrijding moeten worden versterkt; onderstreept dat de financiering van alle politieke partijen transparant moet zijn en moet stroken met de EU-normen; verzoekt de autoriteiten om de wet betreffende klokkenluiders aan te nemen en ervoor te zorgen dat deze wet onmiddellijk en vlot wordt uitgevoerd als noodzakelijk onderdeel van de strategie voor corruptiebestrijding;

Emphasises the urgent need for new, modernised, smart and flexible energy infrastructure, especially smart grids, to allow for a more flexible back-up and balancing power capacity, including individual microgeneration and storage systems, new electricity uses (such as electric vehicles) and demand response programmes (including smart meters), and a fully integrated European grid system, inter alia, in order to integrate all sources of energy across the EU, as has been proven necessary; recalls that cost-optimal policies differ according to demand patterns, supply potential, geographic characteristics and economic contexts at the local level; stresses, moreover, the urgent need for the establishment of a stable and predictable regulatory framework, as well as for EU-wide market mechanisms to boost flexibility, including capacity uptake and storage, and for EU co-financing of infrastructure projects of common interest that are in line with the Energy Infrastructure Guidelines and the Connecting Europe Facility;

Emphasises the need to give priority to establishing and extending short transport circuits (for passengers, goods and energy) as part of the development of renewable energies and inter-connectivity in the context of the Latin America Investment Facility (LAIF); stresses that the LAIF should not be included within the DCI programme, but should be given a new budget line;

THE COUNCIL CALLS UPON THE COMMISSION 1. to facilitate industrial cooperation with the countries of Central and Eastern Europe by supporting the development of a climate and a regulatory framework favourable to enterprises and to inter- enterprise agreements; to that end, and in order to overcome barriers to industrial cooperation and to greater integration in the European economy, the following are deemed priorities: (a) increased support for those countries to improve the framework conditions for investment, and in particular transparency and legal security for investors, and the alignment of investment protection rules on those obtaining within the Community; (b) technical assistance for the countries of Central and Eastern Europe to take over the acquis communautaire on competition, which is a necessary condition for setting up an internal market and developing trade and industrial investment; (c) increased technical assistance to bring standards and conformity evaluation procedures into line with those in force within the Community, including environmental protection standards, in particular by encouraging the CCEE to join the relevant international standardization organizations; (d) a significant increase in the organization of round tables between Community and East European industrialists on technological and market trends to boost the development of industrial cooperation; (e) a special effort to strengthen scientific and technological cooperation, particularly in terms of the information society and to improve links between research and industrial development in those countries; 2. to promote cooperation between industrial operators by means of flanking and support measures for the implementation of projects, namely: (a) development of management training initiatives carried out in particular by Community industrial operators, notably for East European company executives; (b) increased support for feasibility and profitability studies of specific pr ...
