Welcomes the fact that the country has moved up 40 places in the Transparency International anti-corruption index over the last five years; commends the amendments made to the legal framework for anti-corruption policy in line with GRECO recommendations; shares the Commission's view, however, that corruption remains ‘a serious concern’; urges continued efforts to establish a track-record for achieving convictions on a non-partisan basis in cases of corruption, particularly at a high level and in key areas of concern such as public procurement; underlines the need for greater transparency as regards public expenditure and the funding of political parties; calls on European Union investors and businesses trading with the country to play a greater peer leadership role in speaking out against corruption with their local partners;
24. is ermee ingenomen dat het land de afgelopen vijf jaar veertig plaatsen is gestegen op de anti-corruptie-index van Transparency International; feliciteert het land omdat het de GRECO-aanbevelingen heeft opgevolgd en verbeteringen heeft aangebracht aan zijn juridische kader voor anti-corruptiebeleid; deelt evenwel het standpunt van de Commissie dat corruptie reden tot ernstige bezorgdheid blijft geven; verlangt nadrukkelijk dat verdere inspanningen worden geleverd, zodat een prestatiebalans overlegd kan worden inzake strafrechtelijke veroordelingen in corruptiezaken door onafhankelijke rechters, met name van veroordelingen op hoog niveau op belangrijke probleemgebieden zoals de aanbesteding van overheidsopdrachten; benadrukt dat er meer transparantie nodig is met betrekking tot overheidsuitgaven en de financiering van politieke partijen; vraagt investeerders en de met het land handeldrijvende ondernemingen uit de EU een duidelijker leidinggevende rol op zich te nemen en zich daarbij tegen hun lokale partners uit te spreken tegen corruptie;

(21) Whereas with a view to the harmonious development of the internal market and the protection of consumer interests, a binding long-term approach is required; whereas it is therefore necessary to establish a two-stage approach with mandatory limit values to be applied from the years 2000 and 2005 which can be used for the purpose of granting tax incentives to encourage the early introduction of vehicles containing the most advanced anti-pollution equipment;
(21) Overwegende dat zowel voor de harmonische ontwikkeling van de interne markt als ter bescherming van de belangen van de consument bindende vooruitzichten op lange termijn nodig zijn; dat het derhalve noodzakelijk is een tweeledige benadering vast te stellen met verplichte, vanaf 2000 en 2005 van toepassing wordende grenswaarden die kunnen dienen voor het verlenen van belastingprikkels ter stimulering van een vroegtijdige introductie van voertuigen die van de meest geavanceerde emissiebeperkingsuitrusting zijn voorzien;
