30. Points out that at the end of 2011 there were still approximately 113 000 internally displaced persons in BiH, including approximately 8 000 residing in collective centres and 7 000 refugees; urges all competent authorities at all levels to facilitate, also on the basis of the commitment by the international donor community as renewed at the Sarajevo international donor conference in April 2012, the sustainable return of refugees and internally displaced persons by ensuring their access to housing, education, social protection and employment; urges them also to facilitate this process by granting financial assistance to all returning refugees in a fair and appropriate manner, including the return of Croatian refugees to the Posavina;

Must the healthcare services referred to in Article 2(2)(f) and the social services referred to in Article 2(2)(j) of Directive 2006/123/EC of the European Parliament and of the Council of 12 December 2006 on services in the internal market (1) be interpreted in such a way as to exclude from the scope of the Directive day-care centres within the meaning of the ordinance of the Commission communautaire commune of 24 April 2008 on establishments receiving or accommodating old people, in so far as they provide assistance and care appropriate to the loss of independence of old people, and likewise night-care centres within the meaning of the same ordinance, in so far as they provided health assistance and care that cannot be given to old people by their close relatives on a continuous basis?

For example, the strengthening of Commission control over the effective application of the rules of the internal market; clear increases to the resources provided to SOLVIT centres (the commissioning of experts on the elements of the internal market, an increase in funds for the national centres, specialised and up-to-date training of existing specialist personnel, coordinated online links between local centres and Commission services); and significant investment in the promotion and advertising of the SOLVIT network by the Member States and Commission through all social communication methods, promoting a high level of connection with the public and firms. For all these reasons, I support the Buşoi report on SOLVIT.

Om al die redenen steun ik het verslag-Buşoi over SOLVIT.

14. Calls on experts in the social sciences, economics and law, alongside those in philosophy, anthropology, neuroscience, child development science and geriatrics and gerontology, to draw up a clearer definition of the different terms to make them easier to understand and reduce the scope for misuse; calls for a comprehensive pan-European investigation into the nature, level and internal mechanisms of involvement in informal non-market work which is not yet officially recognised, running intergenerational networks and funding for this purpose; calls on the Commission and the Member States to use the results in order to devise better policies in this area;
14. verzoekt de deskundigen op het gebied van sociale, economische en juridische wetenschappen, maar ook op het gebied van filosofie, antropologie en neurowetenschappen, specialisten op het gebied van de ontwikkeling van het kind en van geriatrie/gerontologie om een duidelijker definitie uit te werken van de verschillende benamingen, teneinde het inzicht daarin te vergemakkelijken en om potentieel misbruik te beperken; pleit voor de lancering van een multidisciplinair Europees onderzoeksprogramma voor de bestudering van de verschillende vormen en het vóórkomen van en de innerlijke motivatie voor deelneming aan informeel, niet-commercieel werk dat nog niet officieel wordt erkend, van de bedrijvigheid van netwerken tussen generaties en van de daarvoor toegekende financiering; verzoekt de Commissie en de lidstaten de resultaten daarvan te benutten om hiervoor adequatere beleidsinstrumenten te ontwikkelen;
