Especially to avoid social hardship, it is appropriate to provide beneficiaries of international protection with adequate social welfare and means of subsistence, without discrimination in the context of social assistance.

Recommendation 2001/613/EC of the European Parliament and of the Council of 10 July 2001 on mobility within the Community for students, persons undergoing training, volunteers, teachers and trainers invites Member States to take the measures they consider appropriate, in accordance with Community law and in the framework of their national law, to ensure that volunteers and their families are not discriminated against as a result of relevant social protection policies, such as health care and social welfare, which may hinder their mobility.
In Aanbeveling 2001/613/EEG van het Europees Parlement en de Raad van 10 juli 2001 inzake de mobiliteit binnen de Gemeenschap van studenten, personen in opleiding, vrijwilligers, leerkrachten en opleiders werd de lidstaten verzocht om overeenkomstig de communautaire regelgeving in het kader van hun nationale wetgeving de maatregelen te nemen die zij passend achten, om ervoor te zorgen dat vrijwilligers en hun gezinnen niet wegens hun mobiliteit worden gediscrimineerd ten aanzien van de relevante sociale bescherming, zoals gezondheidszorg en sociale voorzieningen.

Within the limits set out by international obligations, Member States may lay down that the granting of benefits with regard to access to employment, social welfare, health care and access to integration facilities requires the prior issue of a residence permit.
